All officers who meet Training and Experience (T & E) requirements become eligible for noncompetitive temporary promotion consideration to the Senior Assistant (O-3) grade based on an administrative review process. Additionally, Medical and Dental officers who meet T & E requirements (and minimum 6 month current tour Time-in-Service (TIS) requirement) become eligible for noncompetitive temporary promotion consideration to the Full grade (O-4). Note: In each instance, certain administrative requirements must be met and they are:
  • No pending or Adverse Actions
  • A current satisfactory COER (if required)
  • A current National Agency Checks and Inquiries (NACI) security clearance
  • Must meet OFRD readiness standards (exempt the first year of active duty)
All necessary documentation must be received in OCCO before the officer will receive the non-competitive promotion. Officers eligible for non-competitive promotion are reviewed administratively and are then promoted if all criteria are met. Officers eligible for non-competitive promotion are not reviewed by a promotion board, unless the Surgeon General determines an officer’s record is to be reviewed by a board.

Non-competitive temporary promotions may be effective on the first day of the month following the date upon which the officer attains eligibility for promotion provided that all requirements are met and all necessary documentation is received by OCCO. In each instance, when requirements are met and all necessary documentation is received in OCCO, officers will be notified of the promotion via a personnel order (P.O.) A copy will also be scanned and indexed into the Pink Section of the eOPF. When the P.O. is placed into your eOPF, you will receive an automated e-mail informing you of that action.

Officers who would like to determine future temporary or permanent promotion eligibility dates, should click on the link below to see eligibility requirements. All the dates that are needed to determine eligibility (i.e., T & E, promotion credit, seniority credit, etc.) can be located in the secure area on an officer’s PIR (Promotion Information Report). For temporary promotion eligibility an officer must meet all three requirements (T & E, Time-in-Service, and Time-in-Grade) to be eligible for promotion. The eligibility date is the first day of the month following the date the officer meets the last of all three requirements.
