Reviewing Officials Statement (ROS) |

The ROS is a one-page document used by the Promotion Boards to assist in evaluating
your performance and career progression/potential as provided by your organization.
This document is completed by your Reviewing Official (typically the second line
supervisor) who is normally your COER Reviewing Official. Your Reviewing Official
may solicit outside letters of recommendation for his/her use in evaluating collateral
duties and outside activities. Organizations are given discretion to call for higher
level concurrence of the Reviewing Official assessment. However, the Promotion Board
will review only the official 1-page ROS.

The following factors are addressed in the ROS: |
- Promotion
Readiness: Is the officer
ready for promotion and to serve at the next higher rank? [Yes/No]. Explain:

Leadership: How does the officer take on a leadership role in the OPDIV/STAFFDIV/organization?

Mission: How does the officer contribute to the mission of the OPDIV/STAFFDIV/organization?

It is helpful if the officer notifies his/her supervisor and Reviewing Official
(RO) that the officer is eligible for promotion in the upcoming year. This eliminates
any surprises and allows the Reviewing Official ample time to prepare a quality
product for the officers they review.

| This year, the ROS is NOT connected to the electronic annual COER. The ROS MUST be downloaded from the CCMIS website and the Reviewing Official
MUST use the current year’s version
when completing this form. No other version will be accepted. The software used for word processing such as Microsoft Word, Corel Word Perfect, etc. typically store data using various characters and a different format from the OS form. Therefore, it is recommended that officers use text processing software like Microsoft Notepad, Microsoft Wordpad, etc., or that the officer save the document as an ASCII text file when completing the text of the ROS. This will allow the officer to edit and save the document while working on it. Once complete, the text can be copied and pasted into the current year’s OS form.

It is the officer’s responsibility to verify the ROS was submitted by logging onto the secure area of the CCMIS Web site. If it doesn’t appear in the officer’s eOPF by the due date provided on the Promotion Checklist, officers must follow up through their chain of command to check the status of the ROS.
OCCO will NOT accept ROSs which are sent directly from officers; it must be submitted through their
Commissioned Corps Liaison.
Once the document is submitted it will be indexed, dated and filed in the officer’s eOPF. The document will be given an arbitrary date, regardless of when it is submitted. Please don’t be concerned with the document date in the eOPF, the date is for internal use only and will not be seen by the promotion board members. Please note that the Board will only have access to the current year ROS; they will not see any ROS submitted from previous years. Therefore, an officer
must have a new ROS submitted every year the officer is eligible for permanent or temporary grade promotion.
