Personally Procured Transportation (PPT)

- An eligible member (i.e., a member or next of kin in the case of a member's death) may personally arrange for transportation and/or non-temporary storage (NTS) of household goods (HHG). Reimbursement claims should be prepared and submitted in accordance with Service/Op/Div/Agency regulations.
- An eligible member may also transport by split shipment of HHG by Government-procured and/or personally moved/procured transportation as long as the combined HHG shipments do not exceed the member’s authorized HHG weight allowance (http://dcp.psc.gov/Travel/reimburse.asp)
and the cost of Government-procured HHG transportation in one lot between authorized places.

and notify the appropriate Shipping Officer (http://dcp.psc.gov/Travel/shipoff.asp
) of his/her intent prior to the move
- Storage-in-transit (SIT) is based on necessity. The officer should have a residence available for delivery of the goods at the destination within the period specified for the move. You may make arrangement with a third-party for SIT not to exceed 90 days. You are responsible for coordinating storage and payment directly with the third-party. Officers requiring temporary storage at the new permanent duty station (PDS) location must coordinate storage arrangements with the Shipping Officer prior to departure from the old PDS. SIT is permitted at Government expense; however, the monetary incentive will be based on the line haul costs only and will not include an incentive payment for the storage portion of the move.
NOTE: Members who choose to personally arrange for HHG shipment (i.e., move the HHG themselves, or contract directly for the HHG to be moved) are entirely responsible for all issues related to the Status of Force Agreement (SOFA), use of U.S. carriers, import/export processes, tariffs, customs, etc. Insurance: The purchase of insurance is a non-reimbursable expense.
1. Government-procured HHG Transportation and/or NTS Not Available.
A member who personally arranges for transportation or NTS is entitled to reimbursement of the actual cost when:
a. a shipping or transportation officer is not available, or
b. the member is instructed by the shipping or transportation officer to transport HHG or place them in NTS at personal expense (See Transportation of HHG in Appendix A and NTS in JFTR, par. U5380).
The cost of the direct hire or rental of a conveyance (with or without operator) and/or hire of an operator of a conveyance is included as part of the actual cost. The special routing and services in JFTR, par. U5340-E, are not included as part of the actual cost.
2. Government-procured Transportation and/or NTS Available.
A member who personally arranges for transportation or NTS is entitled to:
a. reimbursement of the actual cost not to exceed the Government's constructed transportation and/or NTS cost, or
b. payment of a monetary allowance equal to 95% of the Government's constructed cost when a Shipping or Transportation Officer is available or if the member chooses to arrange for the HHG transportation or NTS at personal expense.
3. Establishing HHG Weight
The HHG net weight ordinarily is established with certified weight certificate(s) from a public weighmaster or Government scales.
4. Final settlement for reimbursement of actual expenses requires submission of certified weight certificate(s) and a copy of PCS Orders. When Government-procured transportation and/or NTS is available, the Government must never incur expenses for the HHG movement in excess of 100 percent of the Government’s projected cost to transport the HHG commercially. Any excess is the member’s financial responsibility.
5. Impact on other PCS Entitlements
Service member and/or dependents traveling to their destination in the rental vehicle or privately owned conveyance (POC) used for a personally procured move are authorized both a HHG monetary allowance and PCS travel allowances. PCS entitlements are not part of the HHG monetary allowance program and are processed separately.
HELPFUL MOVING TIPS
Packing Loose Items:
- Be sure to save newspapers and purchase any additional paper, padding, or cartons before you move so that you will have an ample amount of packing material to cushion dishes and other packed items.
- All loose items (i.e., dishes, bric-a-brac, stereo equipment, computer components, towels, linens, and books, etc.) should be packed in sturdy, clean cardboard boxes.
- Use Styrofoam peanuts or newsprint as cushioning between ALL fragile items (be careful when using newsprint as cushioning because the ink can rub off).
- Put books or heavy items in smaller cartons.
- Wrap dishes individually with newsprint or paper padding and place them in "china barrels," if available.
- Light items should be placed in 4.5 or 6.0 cu ft (large sized) cartons for easier loading and unloading.
- Miscellaneous items can be placed in 3.0 cu ft (medium sized) cartons.
- Mirrors and pictures should be placed in picture cartons.
• Hanging clothes should be placed in wardrobe cartons. Mattresses should be placed in mattress cartons or thoroughly wrapped with protective padding.
- Wrap all furniture either with paper pads or blankets.
- Old, clean blankets make great padding material for furniture.
- Make sure that you thoroughly protect all finished surfaces to prevent scratching and rubbing against cartons and other items.
Loading Information:
- Load your shipment as neatly and as orderly as possible.
- Create successive rows or tiers, one at a time.
- Use heavy items or heavy boxes at the base of each row, and work your way up with lighter items. Try to use all available space -- including the entire height and width of the trailer.
- Light or fragile items should be loaded on the top of each row. Avoid placing heavy items on top of light items.
- Avoid placing heavy items or items with sharp corners or edges on upholstered sofas, chairs, etc.
- The end result of a well-loaded shipment is a neat appearing, orderly loaded shipment of cartons and furniture.
