2005 Promotion Results |

The 2005 permanent grade promotions have been released and are posted on the Commissioned Corps Management
Information System (CCMIS) Web site (http://dcp.psc.gov). The established permanent grade promotion success
rates for the Regular Corps for 2005 are: 80 percent to permanent O-4; 80 percent to permanent O-5; and 45
percent to permanent O-6. These success rates were applied to Regular Corps officers across all categories.
Also considered successful are Reserve Corps officers who ranked above the success lines after these rates
were applied. Promoted officers may access a copy of their promotion orders from their electronic Official
Personnel File (eOPF). |

Promotion Year 2006 |
|
Information regarding the 2006 Promotion Year (PY06), including eligibility status, is posted on the
CCMIS Web site. All officers are encouraged to immediately review the promotion year “2006 Information
Page” on the CCMIS home page and their eligibility status in the Secure Area. Officers who are eligible
for competitive promotion review in 2006 have been identified. Notification of promotion eligibility has
been posted on the officer's main page in the Secure Area of the CCMIS Web site. |

Competitive promotions include officers eligible for temporary and/or permanent O-4 through O-6 grades
(excluding medical officers eligible for temporary O-4), and Regular Corps officers eligible for permanent
O-2 or O-3 grades. Officers eligible for non-competitive promotions will not be identified on the Web site
as they are excluded from the competitive promotion review process. |

The Office of Commissioned Corps Operations (OCCO) has posted information pertaining to PY06 on the CCMIS
Web site, including category benchmarks, the 2006 Officer Statement (OS) form and instructions, and the
2006 Reviewing Official Statement (ROS) form and instructions. Officers who anticipate being eligible for
competitive (temporary or permanent) promotion review in PY06 are encouraged to familiarize themselves with
this information. |

- Officers should review their eOPF, including the Promotion Information Report (PIR), to ensure
that their file is up-to-date. Officers will have until 23 January 2006 to submit documents to their
eOPF
and to request corrections to their PIR.
- Officers will be responsible for faxing their OS into the eOPF fax line by 23 January 2006, at 301-480-1407 or
301-480-1436.
- Reviewing officials will be responsible for submitting the ROS to the appropriate Commissioned Corps
Liaison who shall provide the form to OCCO by 23 January 2006, after ensuring its completeness.
- Officers should also ensure that their 2005 Annual Commissioned Officers’ Effectiveness Report (COER)
is completed by 23 January 2006. Officers who are new calls to active duty (after 1 July 2005) who are
eligible for a promotion are strongly recommended to submit an Interim COER to OCCO by 23 January 2006
(form PHS-838 and Attachments 1 and 2 can be found on the CCMIS Web site under Services/Official Forms/Performance).
Failure to have a current COER on file will result in removal from the promotion pool after the boards meet.
- Officers should maintain Basic level of readiness. The Office of Force Readiness and Deployment will
review officers' readiness status on 23 January 2006 to determine who will receive 5 points for (Basic)
Precept 5 and who will receive 0 points (not Basic). Failure to maintain Basic level of readiness during
the post promotion board administrative file review (normally conducted in May - June) will result in
removal from the final promotion list after the boards meet.

Human Services (HHS) organizations (OPDIVs/STAFFDIVs/non-HHS organizations) to which officers are assigned
shall provide OCCO a list of their nominees by 23 January 2006. Officers who are nominated for an EPP will
be notified by their respective OPDIV/STAFFDIV/non-HHS organization and are required to prepare for
promotion consideration. |
