Commissioned Corps Personnel Policy Memorandums (PPM)

  • PPM 05-010, “Change in Rating Period for Commissioned Officers’ Effectiveness Report (COER)”

Synopsis: To ensure consistency with the Department’s approach for evaluating employee performance on a fiscal year basis, the new rating period for the COER will be 1 October to 30 September of the following year. For the rating period 2005 only, the rating period shall be from 1 June 2004 to 30 September 2005. Thereafter, the rating period will resume on a fiscal year basis.   • PPM 05-011, “Clarification of Critical Housing Area Eligibility for Detailed Officers”

Synopsis: This PPM clarifies that officers of the Commissioned Corps of the U.S. Public Health Service who are detailed to one of the military services, including the U.S. Coast Guard, and who would otherwise be eligible for the Critical Housing Area program, may elect to participate.   • PPM 05-012, “Increase in Nurse Accession Bonus”

Synopsis: The Nurse Accession Bonus (NAB) has been increased to a minimum rate of $15,000 and holds a 36-month obligation. The current maximum amount of $30,000 remains unchanged. The nurse with prior active-duty service as a nurse officer in one of the Uniformed Services, or as a nurse office in the U.S. Public Health Service Commissioned Corps must have been discharged from active duty at least 24 months prior to the execution of the written agreement. New nurses will have 60 days from the call to active duty date in which to apply for this bonus. (See http://dcp.psc.gov/navigati.asp for entire PPM.)

  • PPM 05-013, “Revision of Section J. “Termination of Commission” of Subchapter CC25.2, INSTRUCTION 4, “Junior Commissioned Officer Student Training and Extern Program (JRCOSTEP)”

Synopsis: This PPM permits the retention, on a voluntary basis, of qualified JRCOSTEP officers in the Inactive Reserve Corps (IRC), Office of Reserve Affairs (ORA), past the current 2 or 4 year mark cited in present Corps policy. Maintained in a database for up to 4 years in the IRC, these officers present a valuable asset to the ORA for short tours of active duty. (See http://dcp.psc.gov/navigati.asp for entire PPM.)
