Important Announcement to Corps Officers Regarding the 2006 Annual eCOERs
The 2006 online electronic Commissioned Officers’ Effectiveness Report (eCOER) application will be taken offline on 31 May 2007 to prepare for the 2007 Annual COER cycle.
If your COER is not completed and submitted by 31 May 2007, all attachments, scores, and data will be lost. After 31 May 2007 you, your rater, and reviewing official will no longer have access to your 2006 eCOER. Failure to complete and submit your 2006 Annual COER will adversely affect your eligibility for special pays, awards, assimilation, and promotions. 
Officers will still be expected to complete a 2006 Annual COER. However, after 31 May 2007, the COER must be completed on the prescribed manual COER form, PHS-838 and Attachments 1 and 2. The forms are available on the Commissioned Corps Management Information System Web site at http://dcp.psc.gov/DCPForms.asp. All manual COERs must be submitted to the Office of Commissioned Corps Operations through your Commissioned Corps Liaison.
