Division of Commissioned Corps Officer Support Travel and Transportation Reminder: Privately Owned Conveyance (POC) Monetary Allowance in Lieu of Transportation (MALT) Rate Change |
An officer traveling by privately owned conveyance (POC) (e.g., car) in accordance
with a permanent change of station (PCS) order is authorized a monetary allowance
in lieu of transportation (MALT). The MALT is paid on a ‘per mile’ basis for the
official distance of each portion of the ordered travel. The tiered reimbursement
method for MALT based on the number of authorized travelers in a POC is scheduled
for elimination on 25 September 2007.
Effective 25 September 2007, a single permanent change of station mileage/MALT rate of $.20 per mile shall be applied to all PCS travel performed on or after the effective date. All travel begun before 25 September 2007 will be reimbursed at the old PCS mileage/MALT rate ($.15, $.17, $.19, or $.20 depending on the number of authorized travelers in the POC). An authorized traveler is defined as a member or dependent traveling in accordance with a PCS order and whose transportation is to be reimbursed using a PCS order as authority. The MALT rate is not intended to reimburse the transportation costs for driving a car; rather, it is based on commercial fares and is a payment instead of providing the officer with Government procured transportation. The MALT mileage rate does not reflect the price of gasoline. When an officer and dependents relocate on a member’s PCS move, reimbursement is authorized for two POCs, if used. The member is not reimbursed automatically for three POCs to allow the member to use one and the dependents to use two. However, reimbursement for the use of more than two POCs, within the same household for PCS travel, may be authorized/approved through the Secretarial Process.
