April 2006 Flag Grade Billet Evaluation – 50 Day Time Track |

The authority to designate and approve flag grade billets (FGB’s) for the Corps resides with the
Assistant Secretary for Health (ASH). Per Subchapter 23.4, INSTRUCTION 7, “Flag Grade Officer Selection
and Assignment,” a 3-year cycle for review of all FGB’s has been established. In Year One of the cycle, a comprehensive
review is performed of all billets recommended by agencies for consideration for flag designation.
In Years Two and Three of the cycle, all organizations are asked to submit any changes they recommend,
if any, to the lists of their respective FGB’s. |

The July 2005 evaluation was the start of a 3-year cycle. At this time, the ASH has directed Year Two
requests be solicited. All the Operating Divisions (OPDIVs), Staff Divisions (STAFFDIVs), the Department
of Defense (DoD), the Federal Bureau of Prisons (BoP), and the U.S. Coast Guard (USCG) are requested to
submit billets for evaluation as FGB’s. All requests must be received in the Office of Commissioned Corps
Force Management no later than 14 April 2006. All billets approved in the July 2005 cycle do not need to
be resubmitted. ADM Agwunobi has directed that this process is to be completed within 50 days by
9 May 2006. |

Letters of request have been sent to DoD, BoP, and USCG with copies sent to the respective Surgeon
General’s Policy Advisory Council Representatives and Commissioned Corps Liaisons. Memoranda of request
have been sent to the OPDIVs/STAFFDIVs and their respective Surgeon General’s Policy Advisory Council
Representatives and Commissioned Corps Liaisons. Additionally, an email has been sent to Commissioned
Corps Liaisons along with their respective lists of currently approved FGB’s. |

The criteria and elements used to evaluate the submitted billets are set forth in Subchapter 23.4,
INSTRUCTION 7, “Flag Grade Officer Selection and Assignment,” of the Commissioned Corps Manual
(http://dcp.psc.gov/navigati.asp). The criteria fall into four major groupings: the nature of the
billet; the magnitude of responsibilities; the significance of the actions and decisions; and the
recommendations of the OPDIV/STAFFDIV or organization. Although the basic criteria are derived from
a successful DoD model, the application and interpretation of the criteria are specific to the nature
of the flag officer assignments, responsibilities, and duties within the Corps. |

The billets will be evaluated by the Billet Evaluation Team and then validated by a team of senior
flag officers. All team members will be approved by the ASH. The final decision and approval of all
new FGB’s will be made by the ASH. The approved FGB’s from this evaluation will be provided to the
Office of the Surgeon General for inclusion in the Corps’ billet system. The FGB list will be used
by the Flag Officer Promotion Board in its deliberations. The Flag Officer Promotion Board is a
separate process and is administered by the Office of the Surgeon General. |
