Non-Competitive Promotions
 
Officers who are eligible for temporary promotion to the O-2 and O-3 grades, or medical officers eligible for temporary promotion to the O-4 grade, may be promoted after a non-competitive administrative review of their records. Promotion of Reserve Corps officers to permanent O-2 and O-3 are also considered non-competitive. Non-competitive promotions occur on a monthly basis and do not go before a promotion board as they are an administrative review of officers’ Official Personnel Folders (OPFs). A non-competitive promotion is received if the officer’s OPF maintains all necessary documentation.
 
Promotion of Regular Corps officers to permanent O-2 and O-3 are competitive and are reviewed by an annual promotion board.

Temporary Grade
  1. A current Commissioned Officers’ Effectiveness Report (COER) (satisfactory rating or a minimum C score)
  2. Valid license, if required
  3. No current adverse/disciplinary actions
  4. Meet the Basic level of force readiness
  5. National Agency Check and Inquiries (NACI) clearance on file
  6. Temporary O-4 Medical officers only -- Letter of recommendation from Operating Division/Staff Division/non-Department of Health and Human Services organization to which Corps officers are assigned
Permanent Grade
  1. A current COER (satisfactory rating or a minimum C score)
  2. Valid license, if required
  3. No current adverse/disciplinary actions
  4. Meet the Basic level of force readiness
  5. NACI clearance on file
  6. Current 5 year physical on file with the Medical Affairs Branch (MAB)
  7. Current 1 year ‘Report of Medical History’ on file with MAB. Physician signature not needed if provided with officer signed ‘Disclosure Statement’ (see http://dcp.psc.gov/PDF_docs/AGeneralInstructionsVersion8.pdf on the CCMIS Web site)
Effective date of a non-competitive promotion is the first day of the month. Deadline for submission of documents to the Office of Commissioned Corps Operations (OCCO) is midnight of the 15th of the month prior to the effective date. For example, if you are eligible for a non-competitive promotion on 1 May 2006, your documentation must be in OCCO by 15 April 2006. Please remember, if you are submitting medical documents to MAB on the 15th, the data will likely NOT reach OCCO in time for you to be promoted. MAB requires several days to review and enter data.
 
Medical documentation cannot be faxed to MAB. It must be mailed to the address below:
