SUBJECT: Promotion Year (PY) 2005 Temporary-Grade Promotion Success Rates
 
 
During the past year, the Office of Commissioned Corps Force Management (OCCFM) in collaboration with the Office of Commissioned Corps Operations (OCCO), performed a comprehensive analysis of the positions held by officers throughout the Department and Corps.
 
Based on this analysis, several promotion models and options were presented for review, along with a plan for future promotion strategies.
 
The Assistant Secretary for Health, in consultation with the Surgeon General, decided on the competitive T-grade promotion success rates for PY 2005. For all eligible and qualified officers recommended for promotion, the success rates by T-grade are as follows:
 
T O-3 --- 100%
T O-4 --- 80%
T O-5 --- 40%
T O-6 --- 25%
 
OCCO will publish the T-grade promotion list and issue personnel orders, no later then 01 July 2005. The promotion list will be posted on the Commissioned Corps Management Information System (CCMIS) website. After July 1st, officers who were considered for promotion may obtain additional information about their promotion results by accessing the secure area of the CCMIS website.
 
OCCFM will continue to collaborate with OCCO staff to analyze future promotion needs of the Corps. These analyses shall be based on the decisions made by the Secretary, with regard to transformation, and consideration of the mission-driven requirements of the Corps.
 
This announcement was made during the 2005 Public Health Professional Conference, Commissioned Officers Association of the United States Public Health Services, and was transmitted simultaneously to all officers via the Commissioned Corps E-Bulletin.
