2006 Promotion Update |

IMPORTANT INFORMATION FOR OFFICERS WHO ARE UP FOR PROMOTION! |

The 2006 promotion cycle is well underway and progressing as scheduled. At the end of the promotion boards, the Office of
Commissioned Corps Operations (OCCO) conducts an administrative review of all officers who are in the successful promotion pool
(officers who score above the promotion cut-off lines for their category and grade). Every year, several officers who were found
successful by the promotion boards are not promoted because they failed to meet one or more of the required administrative criteria.
Please do not let this happen to you! Take time now to ensure you currently meet the requirements below and ensure that you do not
drop out of compliance at any time thereafter. |

Officers who do not meet the following criteria will be removed from the successful pool and will not be promoted. |

For Temporary Grade Promotion, active-duty officers are required to:
- meet the Basic level of force readiness or higher as defined in Manual Circular No. 377 –
http://dcp.psc.gov/PDF_docs/Man_circ_377.pdf;
- have a current and complete ‘C’ or better Commissioned Officers’ Effectiveness Report (COER) and have all required annual COERs in their electronic Official Personnel Folder (eOPF);
- have a current and valid license (if required);
- have a current or pending National Agency Check and Inquiry clearance; and
- have no pending or active adverse action(s).

For Permanent Grade Promotion, officers must meet the above Temporary Grade Promotion requirements and in addition are required to:
- have a medical examination (physical) on file with the Medical Affairs Branch (MAB) that was completed within the last 5 years, and
- if it has been more than 1 year since the physical was completed, the officer must have on file with MAB a form DD 2807-1,
“Report of Medical History,” that was completed prior to and within 1 year of the administrative review.

Medical requirements for Permanent Grade Promotion are often overlooked and have been the reason many officers are removed from the
permanent grade successful promotion pool. For this promotion year, a good rule of thumb is that officers whose last physical was
prior to late-2001 will not be in compliance. These officers should immediately take action to complete a 5-year physical.
Additionally, officers whose last ‘Report of Medical History’ was prior to late-2005 may not be in compliance and they are encouraged
to complete and submit a current ‘Report of Medical History.’ OCCO encourages officers to submit a ‘Report of Medical History’ every
year to MAB. Thirty minutes of your time now could mean the difference between permanent promotion and getting the opportunity to again
prepare your eOPF for promotion review next cycle. The ‘Report of Medical History” and associated Disclosure Form can be accessed from
