Promotion Information and Updates for Promotion Year 2006 (PY06)
 
The Office of Commissioned Corps Operations (OCCO) is preparing for the 2006 spring promotion boards. Officers eligible for competitive promotion in PY06, which runs from 01July 2006 through 30 June 2007, will be reviewed by the promotion boards. Officers are to log onto the ‘Secure Area’ of the Commissioned Corps Management Information System (CCMIS) Web site (http://dcp.psc.gov) and review their eligibility status. Only officers who are eligible for competitive temporary or permanent promotion will be notified via this Web page. Notification memorandums are no longer mailed to active-duty officers who are eligible for promotion.
 
Officers are encouraged to review the ‘Promotion Information Page’ of the CCMIS Web site (http://dcp.psc.gov/promotion_pages/promo_info_main.aspx) for complete information regarding PY06. A few changes have recently been made to officers’ Promotion Information Reports (PIRs) to aid officers in determining their eligibility for promotion. Officers can now refer to the ‘Promotion Eligibility Cheat Sheet’ found on the ‘Promotion Information Page’ and their PIRs to calculate their individual promotion eligibility date.
 
Documents faxed for inclusion into the electronic Official Personnel Folder (eOPF) must be received no later than midnight (EST) on 23 January 2006. Documents may be faxed to either 301-480-1436 or 301-480-1407. License and certifications should be faxed to 240-453-6142. Do not use the license fax number for any document other than licenses or certifications.
 
IMPORTANT: ONLY use the eOPF fax lines for faxing in your eOPF documents. Do not use other OCCO fax numbers to fax in eOPF documents as they will not go directly to the eOPF indexing queue and may not make it into your eOPF.

Administrative Review: At the conclusion of the 2006 promotion boards, OCCO will conduct an administrative review of those officers who score above the promotion success cut-off line for each category. Those officers who DO NOT meet ALL administrative criteria at that time WILL NOT BE PROMOTED.
 
For Temporary Grade promotion: officers must have all required annual Commissioned Officers’ Effectiveness Reports (COERs) completed; meet license/certification appointment standards; have a background investigation completed or pending; and be Basic level ready.
For Permanent Grade promotion: officers are required to meet the above promotion requirements and have DD Form 2807-1, ‘Report of Medical History’ (http://dcp.psc.gov - click on ‘Services’ and ‘Official Forms’) on file with the Medical Affairs Branch, OCCSS, that was completed within the last year or if the physical was completed within the last year, the ‘Report of Medical History’ is not required. Officers are to review their eOPFs and the Office of Force Readiness and Deployment Web site, and address any deficiencies now.
Readiness: To receive the five Basic level ready points for promotion consideration, officers must meet all Basic level ready requirements at midnight (EST) on 23 January 2006.
