Effective 2 October, CAPT Steve A.
Smith, USPHS, became Senior Advisor
to the Assistant Secretary for Administration and Management (ASAM) and joined ASAM’s
leadership team.
CAPT Smith most recently served as
the Senior Operations Analyst in the Office of Public Health Emergency Preparedness
and, in that role, was responsible for the operation and coordination of emergency
administrative services under the National Response Plan. He also served as
Chief of the Administration and Finance Section when the Emergency Management Group
activated in response to a disaster or national emergency.
As an officer of the Commissioned
Corps of the U.S. Public Health Service, CAPT Smith has been the Senior Program
Management Officer in the Bureau of Primary Health Care at the
Health Resources and Services Administration; a Supervisory Program Management Officer at the Federal
Medical Center for the Bureau of Prisons; and Administrator of the Anthony DiLorenzo
Army Health Clinic at the Pentagon. CAPT Smith entered military service in
the U.S. Army in 1986 and was honorably discharged in 1992, having attained the
rank of Captain. While serving in the Army, he had numerous assignments of
leadership, including Platoon Leader and Staff Officer for the 7th Medical Battalion,
7th Infantry Division.
The Assistant Secretary for Administration
and Management, Area, Mr. Joe W. Ellis, stated, “As my Senior Advisor, CAPT Smith
will join every aspect of the ASAM’s functions and will help the transformation
of ASAM into a more professional, customer-focused organization. The experience
and expertise he brings in business practices, procurements, finance, and preparedness
will strengthen our increasing efforts to provide better services more efficiently
and be better prepared to respond in contingencies.
