Announcement...Sixth Promotion Precept |

Déjà vu...Although much progress has been made during the past year to develop a new 6th Promotion Precept,
we were unable to reach a final consensus for its implementation. This announcement is to inform all
commissioned officers that implementation of the 6th Precept is postponed until PY 2007. |

The acknowledged goal of the 6th Promotion Precept is the recognition of officers and their personal
sacrifices, for service in duty assignments that are difficult to staff due to geographical, safety or
other concerns. It is imperative that this recognition using the promotion system be accomplished and
still recognizes a merit-based system. The new promotion precept is only the first of several steps to
be taken during the Corps’ transformation intended to develop and retain officers in mission critical
positions. |

It is anticipated that the new policy issuance will be released in January 2006. This will afford
officers and their agencies adequate time to understand the new promotion precept and to make career
choices prior to its implementation in PY 2007. |
