Presentation on Transformation |

Bright and early on 4 June, RADM Robert Williams made a presentation on Transformation
to more than 250 officers at the USPHS Scientific and Training Symposium in Cincinnati.
Given that the session was not publicized prior to the conference, the turnout was
impressive. However, many of the officers in attendance at the Symposium who missed
the Transformation session commented that they wish they had known about it in advance
because they would have attended. Recognizing that, we have posted the presentation
slides and notes on the Commissioned Corps Management Information System Web site

The Transformation of the Commissioned Corps of the U.S. Public Health Services
(Corps) is progressing rapidly now. The basic framework of the transformed Corps
is taking shape. Credit is due to each officer who has participated throughout this
process, either directly as a workgroup member, or indirectly through a Professional
Advisory Committee or other advisory groups, or by sharing thoughts and ideas with officers on the workgroups. Much is left to be done before we meet the goals and
objectives that were announced by Secretary Leavitt in December 2005 and more fully
articulated in the Implementation Plan released in 2006. Through continued efforts
by each of you, we will be able to realize the vision for the Corps that was outlined
by the Secretary.

The presentation depicts the breadth and depth of Transformation. We are not ’nibbling
around the edges’ of our current systems to make them a bit more efficient. Instead,
the Corps is going through a comprehensive rebuilding process that will result in
a Corps that is better able to effectively and efficiently meet the changing needs
of the agencies served by our officers and its emerging response roles. Without
your input, this Transformation would be nothing more than a good idea.
