Transformation Update –

Restructuring the Billet System of the Commissioned Corps of the U.S. Public Health
Service

In March, we provided you with background and process
information to support the
restructuring of the Commissioned Corps of the U.S. Public Health Service (Corps)
billet system. To refresh your memory of the purpose of the new billet system and
the advantages that will accrue from it, we encourage you to refer to the
March article. The purpose of this article is to provide you with a progress
update.

Billet policy/design phase activities that have been completed and endorsed by the
Commissioned Corps Transformation Implementation Planning Coordination Group include:

- Category-specific Excel spreadsheet billet templates, complete with dropdown menus
and automatically calculated objective grading factors;
- A billet grading classification system;
- A billet production instructional guide; and
- A billet program policy document.

The Professional Advisory Committees have developed category-specific standard billets.
The month of June will be used to work with four self-selected agencies to beta
test these standard billets and to identify and implement any modifications to the
billet completion process prior to initial implementation.

In late June or early July, all Department of Health and Human Services (HHS) agencies
will be tasked to utilize the restructured billet system to facilitate the development
of new billets for all active duty officers in category-specific positions. This
officer-initiated process should be completed this summer, and will be followed
by the development of new billets for all non-HHS agencies, development of billets
for all active duty officers in multidisciplinary positions within HHS agencies,
and for ALL identified vacancies. The ultimate goals are to have new billets in
place for all active duty officers by the end of Fiscal Year 2007 and ensure that all vacant positions for which officers may qualify have accompanying billets.
