        Important Information for Promotion Year 2007

It is imperative that all officers check for 2007 competitive temporary and/or permanent promotion eligibility by logging into the “Secure Area” of this site.  Contact   cchelpdesk@psc.gov or 301-594-0961 for your ID and password if you cannot access this area.  Officers who are eligible for a competitive temporary and/or permanent promotion this year, should be aware of the following essential information for Promotion Year 07.  Officers who are not eligible for a competitive temporary or a permanent promotion in 2007 should review the information below to stay informed but should not submit anything to OCCO for this promotion year.

Promotion Eligibility

It is imperative that all officers check for 2007 competitive temporary and/or permanent promotion eligibility.  (Log on and review status at top of page.) Please note officers may be up for temporary and permanent promotions at the same time. Please review your login page carefully.  Also, officers eligible for non-competitive promotion (P-O2 and P-O3 for Reserve Corps, T-O2, T-O3 and T-O4 (Medical only) for all officers) are not reviewed by a promotion board and therefore not identified as eligible for competitive promotion.

eOPF/PIR

- Refer to sections I and II for instructions on how to update your eOPF and PIR for the 2007 Promotion Year board review.  All updates/requests for changes to the PIR must be submitted to OCCO by November 1, 2006 and all updates/requests for changes to the eOPF must be submitted to OCCO by December 31, 2006 at the following address.

Officer Statement (OS)

 - Official OCCO form to be completed by the officer and faxed to OCCO via the eOPF fax lines (301-480-1436 or 301-480-1407)  by December 31, 2006.  This document will be reviewed by the Promotion Year 07 boards.  Refer to section V of the Eligibility Memo for important information and instructions.

Reviewing Official Statement (ROS)

 - Official OCCO form to be completed by the officer's Reviewing Official and sent to your Agency Liaison.  Liaisons shall submit all ROSs to OCCO by December 31, 2006.  This document will be reviewed by the Promotion Year 07 boards. Refer to section VI of the Eligibility Memo for important information and instructions.

OFRD/Response Readiness

- It is imperative that all officers log onto the OFRD web site to determine whether they meet basic level of readiness standards for the 2007 Promotion Year.  Officers should review the OFRD website for requirements necessary to meet the basic level of readiness requirement for 2007.  Officers’ readiness status will be checked on December 31, 2006 and again in May or June 2007.  Questions on readiness should be directed to OFRD through contacts available on the OFRD website, http://ccrf.hhs.gov/ccrf .

Category Benchmarks

 -Category Benchmarks have been developed  by the categories for the 2007 Promotion Review Boards to assist in determining which officers are “best qualified” for promotion.  Questions on benchmarks should be directed to your Chief Professional Officers and Professional Advisory Committee Chairs.

Exceptional Proficiency Promotions (EPP's)

- Explanation of the eligibility requirements and process for EPP's. Agency liaisons should be contacted for guidelines and agency deadlines on EPP nominations.  Agencies are required to submit final nomination lists to OCCO by 11/1/06. Refer to the Promotion Information Memo for additional information for 2007.
