CAPT Mark Hench, P.E.
EPAC Recruitment and Retention Subcommittee Vice Chair
CAPT Mark Hench is a National Program Manager in the Division of Health Facilities Planning and Construction, Indian Health Service (IHS) Headquarters in Rockville, MD. He is responsible for providing management of the planning activities and funding programs for the construction/renovation of Health Care Facilities throughout the Indian Health Service. After two COSTEP assignments with the Indian Health Service (2001 and 2002), CAPT Hench served 19 years with the Division of Sanitation Facilities Construction (DSFC) branch within the IHS. He spent 4 years as a Junior Environmental Engineer in the Sacramento District Office, 4 years as a Field Engineer in the Clinton Field Office, 6 years as a Senior Environmental Engineer in the Escondido District Office, and 5 years as the District Engineer in the Redding District Office. While with DSFC, he was responsible for the design and management of large water and waste water projects serving tribal communities.
CAPT Hench graduated with a Bachelor of Science degree in Civil Engineering from Cal Poly State University (San Luis Obispo) and a Master of Science degree in Civil Engineering from Ohio University. He is a licensed Professional Engineer in the State of California.
CAPT Hench has helped out in various EPAC subcommittees: Recruitment and Retention, Awards, Mentoring, Rules, Events, Career Development, and Readiness. He is also a member of several national workgroups including Health Facilities Advisory Committee, Sustainability Advisory Board, and Health Systems Planning. From 2014 – 2016, CAPT Hench was a Co-Lead for JOAG COSTEP Connection in the Recruitment and Retention Committee.
CAPT Hench joined APHT #5 from 2009 to 2021 and deployed on various missions. The most recent was in 2021 for Unaccompanied Children in Michigan.
He enjoys spending time with his family, playing catch with his son, coaching girls’ softball, and watching football and baseball.
