CDR Michael D. Gifford II, PE, CSP, REHS, PMP

EPAC Chair

CDR Michael D. Gifford II began his U.S. Public Health Service Commissioned Corps career in 2014 as a Lieutenant with the Food and Drug Administration in Tampa, FL. As a Florida District Consumer Safety Officer, he conducted inspections, investigations, and recalls for a variety of commodities. His next duty assignment took him to Norfolk, VA where he worked at the U.S. Coast Guard Health, Safety, and Work-Life Service Center. As the Assistant Branch Chief of Environmental and Occupational Health, he was responsible for leading fleet-wide safety and environmental health initiatives to protect Coast Guard personnel, families, and the public. In August 2019, CDR Gifford transferred to the National Park Service (NPS) in Washington, D.C. He now manages multiple national level programs regarding emergency reconstruction of infrastructure, bridge safety, and risk management. 

Throughout his career, CDR Gifford has deployed in support of natural disasters, dignitary events, and Operation Enduring Freedom. Most recently, he served as the USPHS Commissioned Corps Command Cell Safety Officer ensuring the safety and welfare of 215+ field-deployed officers across more than 40+ mission locations.

CDR Gifford is a native of Sharpsville, Indiana. He holds a Bachelor of Science degree in Electrical Engineering from Purdue University and a Master of Science degree in Environmental Engineering from Southern Methodist University. His current professional memberships include the Society of American Military Engineers, Commissioned Officers Association, and American Society of Safety Professionals among others. CDR Gifford enjoys playing and listening to all kinds of music, playing and watching all kinds of sports, and going on adventures with his wife Laura and their two sons.
