CDR Stacey Coburn Yonce began her Commissioned Corps career in 2004 with the Environmental Protection Agency (EPA) Region 5 in Chicago, IL. She oversaw the issuance of federal Clean Air Act permits by state in the region, directly implemented this program on tribal lands, and served on a temporary assignment to the air program policy office in EPA headquarters to work on national permitting policy issues. Upon her return to Chicago, CDR Yonce’s next assignment was in the EPA Region 5 Superfund program. She was a project manager responsible for cleanups of 5 different hazardous waste sites in Michigan, Minnesota and Ohio. Her next assignment was to EPA headquarters in 2012 in Washington, DC, where she participated in developing the agency’s budget requests to Congress. CDR Yonce then was assigned in 2015 to the Office of Emergency Management, where she developed a proposed rulemaking on prevention of hazardous substance spills to waters of the U.S. In March 2018, CDR Yonce was assigned to the Coal Ash program in EPA’s Office of Land and Emergency Management. She is now a subject matter expert on cleanup technologies and requirements at coal ash disposal sites across the U.S. and she is developing a regulation to establish the first federal permitting program to regulate coal ash disposal.
CDR Yonce has deployed in support of responses to natural disasters (under both ESF #8 and ESF #10) large public events, and the pandemic. Most recently, she served in multiple roles in the Operation Allies Welcome response.
CDR Yonce was born and raised in Toledo, Ohio. She graduated from The Ohio State University in 1996 with a B.S. degree in Chemical Engineering. In 2000, she earned an M.S. degree in Environmental Management from the University of Findlay in Findlay, Ohio. Prior to commissioning, she worked at the Ohio Environmental Protection Agency, Honda of America, and Cemex, Inc. CDR Yonce enjoys cooking for friends and family, reading books, watching Ohio State football, and traveling with her husband, Ben.
