Winners at the EPAC 2017 Engineers Week Awards Ceremony. The USPHS Engineer Category Awards Ceremony was held on February 16, 2017 at the Department of Health & Human Services Building in Rockville, MD. RADM Gardner was joined by RADM Chris Buchanan, Acting Director of the Indian Health Service, to recognize the outstanding work of the USPHS Engineers. Joint EPA-NPS Engineers Week Celebration. The USPHS engineers with the Environmental Protection Agency and National Park Service hosted an E-Week celebration on February 17, 2017 at EPA's Federal Triangle Building in downtown Washington, DC. The celebration focused on the contributions USPHS and civilian engineers make through our federal agencies. Special guest speakers included RADM Randall Gardner, Chief Engineer of the USPHS; Michael Shapiro, Acting Assistant Administrator, Office of Water, EPA; and Louis Rowe, Deputy Associate Director, Visitor and Resource Protection, NPS.
