Billets Creation Tutorial for Supervisors and Reviewing Officials
The billet system of the Commissioned Corps of the U.S. Public Health Service (Corps) is in the process of transformation. In January 2010, an electronic process will be launched whereby all officers will be requested to initiate the creation of new billets for the positions they currently encumber. The launch schedule is as follows:

January 2010 – Nurse and Therapy categories (category-specific billets only)

February 2010 – Engineer, Environmental Health Officer, and Pharmacy categories (category-specific billets only)

March 2010 – Dental, Dietitian, Scientist, and Health Services categories (category-specific billets only)

April 2010 – Medical and Veterinary categories (category-specific billets only)

May 2010 – Multidisciplinary billets

The steps of the process are described at the end of this article titled “Billets Transformation Development Process.”

Two versions of tutorials (video and text) have been created to guide supervisors and reviewing officials through the billet creation and review process. These tutorials provide substantial detail regarding the process steps. The video versions of these tutorials require approximately 22 minutes (supervisor version) or 25 minutes (reviewing official version) to complete. The text versions are just over 10 and 13 pages each, respectively.

Efforts are being made to circulate this information to civilian supervisors and reviewing officials of Corps officers. In an effort to effectively expand this outreach effort, all Corps officers are also encouraged to forward this article to their civilian supervisors and reviewing officials, as applicable.

Billets Transformation Development Process


The steps of the process are as follows:

  1. group of officers in category-specific billets (e.g., Nurse officers in Nurse billets) will receive an automated e-mail requesting their participation in billets creation;
  2. the officer will review a list of category-specific billet titles, and associated standard duties, and select the title that most accurately depicts his/her current position;
  3. the officer will respond to the solicitation e-mail with his/her billet title selection;
  4. a second e-mail, which includes the standard billet matching his/her billet title selection, will be sent to the officer;
  5. the officer will populate this standard billet with position-specific information and respond to the second e-mail with this position-specific billet;
  6. the position-specific billet will be error checked by the system administrator and then sent to the officer’s supervisor for review;
  7. the officer’s supervisor will review the position-specific billet and make changes, as necessary, in coordination with the initiating officer and then return this billet to the system administrator;
  8. the position-specific billet will be error checked, once again, by the system administrator and then sent to the officer’s reviewing official for review;
  9. the officer’s reviewing official will review the position-specific billet and make changes, as necessary, in coordination with the officer’s supervisor and then return this billet to the system administrator;
  10. the position-specific billet will be error checked, a third time, by the system administrator who will then create summary reports of all position-specific billets and distribute these reports to the Commissioned Corps Liaisons and category Professional Advisory Committee (PAC) representatives for ‘big picture reviews’;
  11. Commissioned Corps Liaisons and PAC representatives will identify concerns uncovered during reviews with the system administrator;
  12. the system administrator will act as a facilitator to address position-specific billets concerns identified by the agencies and PACs; and
  13. final review and approval of new billets will be completed by the billets program manager.
