2008 Commissioned Officers’ Effectiveness Report

The Annual electronic Commissioned Officers' Effectiveness Report (eCOER) for 2008
has been released on the Commissioned Corps Management Information System (CCMIS)
Web site (http://dcp.psc.gov). Officers
of the Commissioned Corps of the U.S. Public Health Service should log into the "Secure
Area" of the Web site and then select the COER activity option from the activity
tree on the left side of the main screen.
Important Notes:
- The COER should reflect the officer’s performance from October 1, 2007 through September
30, 2008.
- Officers who came on extended active duty on or after July 1, 2008 are not required
to complete an annual COER. o The COER is due to the Rater by October 15, 2008.
- The COER is due to the Reviewing Official by October 29, 2008.
- The COER is due into the
Office of Commissioned Corps Operations (OCCO)(in the electronic
Official Personnel Folder) by November 12, 2008.
- Officers can identify where their COER is in the review chain at any time by logging
into the COER application and selecting the COER Status activity option.
- If the Rater has supervised the officer for less than 6 months, he/she may choose
to complete a detailed (18 questions) or a narrative (one overall performance question)
annual COER. Both COERs require completion of Attachments 1 and 2.
- Officers and Raters must answer whether the officer was under a Performance Plan
during the rating period. This question will be found at the top of Attachment 1
and Attachment 2. This question attempts to determine which, and how many officers
have Performance Plans. There is no requirement that officers be on Performance
Plan. If this is the case, just answer the question NO and proceed with the COER.
Additional information on the performance plan is available via a link in the COER
application.
- This year, the COERs for all officers eligible for promotion during
Promotion Year 2009 will incorporate the Reviewing Official Statement (ROS). This
ROS, completed by the COER Reviewing Official, will replace the ROS which has historically
been submitted to OCCO under a separate submission. Again, the ROS will appear only
on the COERs for officers eligible for promotion during the 2009 Promotion Year.
- This year, the Attachments are broken down into “text boxes.” Text placed into these
boxes will appear as bullets in the final product. Please reference the instructions
provided in Personnel Operations Memorandum 08-008, 2008 Annual COER,
dated September 5, 2008 (http://dcp.psc.gov/eccis/documents/POM08_008.pdf).
These instructions are also available from the COER menu in the secure site under
COER Resources.
- Officers and Raters should be sure to select the Preview OPF Att activity
option after completing the Attachment. This will provide a view of how the Attachment
will be seen in the eOPF. If text is truncated, the Attachment should be edited
within the Enter Att activity option until it looks correct in the Preview
OPF Att option. COER Attachments cannot be fixed once they are submitted
to the eOPF.
- If an officer's COER is not completed on time, personnel actions such as promotion,
assimilation, special pay, and awards can be delayed or denied.
- Officers should review the COER Resources provided on the activity tree
of the COER application. These Resources include POM 08-008 (2008 Annual COER),
COER FAQ’s, Helpful Hints for Completing Attachments 1 and 2, and Resource Guides
for navigating the Officer, Rater and Reviewing Official through the COER application.
- If there are questions that are not addressed by the COER Resources, please
contact the appropriate Operating Division/Staff Division/non-HHS organization Commissioned
Corps Liaison (contact information is available under the "About Us" tab on the
main page of the CCMIS Web site). Questions which cannot be resolved can then be
sent to OCCO using the PHSCOERS@HHS.GOV email
address.
