CRSA for Katrina and ISOHAR Award for New Isolated/Hardship Duty

Crisis Response Service Award |
The CRSA (Crisis Response Service Award) that was authorized for officers in January 2006 for deployment in response to Hurricanes Katrina, Rita, and Wilma should be listed on the Promotion Information Reports (PIRs) under ‘Uniformed Service Decorations and Awards.’ However, the hard copy documentation has not yet been placed in the officer's electronic Official Personnel Folder (eOPF) by the Office of Commissioned Corps Operations (OCCO). |
OCCO has been working with information technology personnel to develop an automated method for scanning and indexing this award documentation (and future similar, large-scale awards) into the eOPF. OCCO hopes to have the documentation placed in the eOPFs by the end of November 2006. |
Award for New ISOHAR Duty Sites |
On 12 September 2006, the Assistant Secretary for Health signed Personnel Policy Memorandum (PPM) 06-006, “Service Awards – Isolated/Hardship Sites,” which updated the list of ISOHAR (Isolated/Hardship) duty sites that qualify for the ISHOAR Service Award. PPM 06-006 is posted on the Commissioned Corps Management Information System Web site at http://dcp.psc.gov/eCCIS/documents/PPM06_006.pdf. |
OCCO is currently determining which officers are eligible to receive an ISOHAR Service Award based on assignment to the designated duty sites listed in the PPM, with an effective date listed by duty assignment or later, and who meet the eligibility requirement listed in Commissioned Corps Instruction (CCI) 511.01 of the Commissioned Corps Issuance System (Subsection E.3.e. of CC27.1.1, “Commissioned Officer’s Awards Program”) which can be found at http://dcp.psc.gov/eCCIS/documents/CCPM27_1_1.pdf. |
Once officers are identified and administrative checks are completed (for valid license, satisfactory Commissioned Officers’ Effectiveness Reports, and no adverse actions), OCCO will process the ISOHAR Service Awards, submit the documentation to the officers’ eOPFs, and add the listing to the ‘Uniformed Service Decorations and Awards’ section of the officers’ PIRs. OCCO hopes to have the documentation placed in the eOPFs and on the PIRs by the end of January 2007. |
