The Office of Reserve Affairs (ORA) of the Office of the Surgeon General (OSG) has been partnering with the Office of Force Readiness and Deployment, OSG, to provide opportunities for Inactive Reserve Corps (IRC) officers to participate in humanitarian missions. The photos are of recent IRC activations with Operation Continuing Promise 2009 and Cooperation Afloat Readiness and Training 2009. IRC officers who recently activated are listed in the table below the photos.
CAPT Cynthia Hoobler of the Inactive Reserve Corps of the Commissioned Corps of the U.S. Public Health Service served as a member of the Veterinary Medicine Team onboard the USNS Comfort during Operation Continuing Promise 2009. CAPT Hoobler vaccinated and treated cattle, horses, burros, and goats for common internal and external parasites while traveling to various large and small farms for 9 days in Columbia. Operation Continuing Promise is an annual humanitarian civic assistance operation supported by the United States and international military medical personnel, U.S. government agencies, regional health ministries, non-governmental organizations, and U.S. academic institutions.

The mission was part of exercise Cooperation Afloat Readiness and Training (CARAT) 2009. CARAT is a sequential series of bilateral exercises held annually in the Southeast Asia region designed to build relationships and enhance the operational readiness of the participating forces.
