NIH Fifth Annual Commissioned Officer Promotion Ceremony

On 20 July 2007, 35 officers of the Commissioned Corps of the U.S. Public Health
Service (Corps) who work at the National Institutes of Health (NIH) were honored
at the Fifth Annual Public Heath Service Commissioned Officer Promotion Ceremony,
held in the Masur Auditorium. Dr. Elias Zerhouni, Director, NIH, and Acting Surgeon
General RADM Kenneth P. Moritsugu, gave keynote remarks, and placed the promotion
boards for each officer as RADM Richard Wyatt read the officers’ personal statements
describing rewarding aspects of their professions. Family members and coworkers
participated
in the ceremony. LCDR Brent Bonfiglio read the ‘call to orders’ for
each rank.
Also officiating were the Chief Professional Officers for nine categories, including RADM Carol Romano, Chief Nurse Officer; RADM Helena O. Mishoe, Chief Scientist Officer; and CAPT Karen Siegel, Chief Therapist Officer, who are currently stationed at the NIH. Dr. Zerhouni recognized RADM Wyatt and RADM Moritsugu, who are both retiring this year, having served as Corps officers, each for over 36 years. He presented RADM Moritsugu with the NIH coin. Dr. Zerhouni stated his continued support of “readiness and transformation” of the Corps. RADM Moritsugu welcomed all present and thanked Dr. Zerhouni for his longstanding and steadfast support of the Corps. He recognized the contributions of the NIH officers to the mission of the Corps, “Protecting, promoting, and advancing the health and safety of the Nation.” In recognition of his longstanding service, RADM Wyatt presented to RADM Moritsugu a framed copy of the Public Health Service March emphasizing the lyrics that describe the NIH well: “in research and in treatment, no equal can be found.” Officers honored were: Nurse Officers: CAPT Vien H.
