Often word ’hits the streets’ before official communications regarding a variety of topics are completed and sent to the constituency of the Commissioned Corps of the U.S. Public Health Service’s (Corps). Most recently, the establishing of new Blanket Memoranda of Agreement (BMAs) with non-Department of Health and Human Services (HHS) entities has become a topic of confusion and miss-steps among interested officers. Officers hearing about the new/recent BMAs are directly pursuing jobs with hiring officials. These jobs may not be appropriate for Corps officers or within the scope of the BMA.

So, what is a BMA and what does it mean to you, an interested Corps officer? (Note: This information is contained on the Commissioned Corps Management Information System (CCMIS) Web site (http://dcp.psc.gov) in the ‘Information Regarding the Detailing of Officers’ section.) Specifically, a BMA means an assignment agreement between the Department (HHS) and a non-departmental organization that is for either a specific project of undetermined duration or an ongoing departmental mission and covers more than one detailed officer. A BMA is a framework with specific requirements for the placement of individual officers within the entity. It is, in general, not a way for interested officers to seek and apply for any position within a supported organization.

Specific questions must be answered for the detail of an officer to be considered. Additional documentation for the individual may also be required. Questions that can and should be answered by the non-HHS Commissioned Corps Liaison include, but are not limited to:
  • Is the proposed assignment appropriate for an active-duty Corps officer?
  • Is the proposed assignment within the scope of the BMA?
  • Is there existing infrastructure to support the assignment of an officer to the proposed position?
  • Has the officer met basic requirements, as established by current policy/guidance, for a detail assignment?
Given these conditions, an officer’s first point of contact should be either the entity Commissioned Corps Liaison, if one exists, or the designated point of contact for that BMA, not the hiring official.
