Travel and Transportation Reminder: Dislocation Allowance (DLA)
DLA is intended to partially reimburse a member (officer of the Commissioned Corps of the U.S. Public Health Service), with or without dependents, for the expenses incurred in relocating the member’s household on a permanent change of station (PCS). The amount payable is based on the member’s grade and dependency status on the effective date of the PCS order. DLA rates can be located on the Commissioned Corps Management Information System at http://dcp.psc.gov/Travel/reimburse.asp. Members are authorized only one DLA during a fiscal year unless Service exigencies require more than one PCS during one fiscal year.
When a member married to another member (both spouses are officers of the Commissioned Corps of the U.S. Public Health Service) is transferred, and they occupy the same quarters at the old and new permanent duty stations, DLA is payable to either member at the “without-dependent” rate if neither member has dependents, or “with-dependent” rate if either member has dependents, but not to both. The husband or wife may select the greater allowance between the two.
On a PCS order, DLA will be listed if authorized. Officers should document DLA on the Travel Voucher (form SF-1012) after travel and when completing documentation for travel reimbursement. DLA may be itemized under the ‘Description’ column with the applicable rate under the ‘Amount Claimed - Other’ column.
 ADDITIONAL FREQUENTLY ASKED QUESTIONS
Q: Am I entitled to DLA when moving from my home of record to my first duty station?
A: By law there is no DLA allowance when the PCS is from your home (or the place from which you entered active duty) to your first permanent duty station (PDS) unless you have dependents and they actually move in connection with the PCS.

Q: May I be paid a DLA when I PCS from my place of active duty to my home of record or home of selection (HOR/HOS)?
A: No, by law there is no DLA authorized when the PCS is from your PDS to your HOR/HOS. In other words there is no DLA authority when leaving active duty.

Q: I'm making a PCS move, but not moving my dependents. Am I eligible for DLA?
A: Yes - as a general rule you receive DLA at the “without-dependent” rate if you don't occupy Government quarters at your new permanent duty station.

Q: I thought my DLA rate was adjusted based on my old BAQ rate (now BAH-II) but that doesn't seem to track anymore. Was there a change?
A: Yes - there was a change to the law in 1997. The DLA rates in place on 31 December 1997 became the DLA 'base' rates. Those DLA rates are adjusted annually by pay raise amounts. There is NO tie between BAH-II and DLA.
