Sister Services Share in Promotion Celebration

On October 29, 2010 the Commissioned Corps of the U.S. Public Health Service (Corps) and U.S. Coast Guard (USCG) jointly honored Corps officers in the San Francisco Bay Area promoted during PY2010. The sixteen promotees, supporting officers and guests were treated to a maritime venue on the flight deck of USCGC Waesche (WMSL 751), the USCG’s newest cutter, homeported at Coast Guard Island in Alameda, CA.

CDR Victoria Vachon, a nurse with the Centers for Medicare and Medicaid Services (CMS), and LT Mark Chen, an environmental health officer with the Food and Drug Administration (FDA), worked as program coordinators with counterparts from the Coast Guard. The onboard ceremony opened with presentation of colors by the Honor Guard Cadre, USCG. The interservice collaboration allowed attendees to put into practice military customs and courtesies, including saluting the national ensign and quarterdeck when boarding and leaving the cutter.

“We were very honored to have the ceremony on board the cutter,” said CAPT Laverne Puckett, a nurse with FDA. “It was definitely a special experience and helped us get to know our sister services a little better. The command of Waesche was instrumental in helping us put everything together, and for that, we thank them.”

Serving as the senior officer for the ceremony was Corps CAPT Paul Huntzinger, a pharmacist assigned to USCG as the Regional Pharmacy Officer. CAPT Huntzinger did the honors of changing shoulder boards of promoted officers alongside their friends and family, and led the honorees in reaffirming the Oath of Office.

The ceremony was attended by a number of guests of the honorees, including many friends, family, and agency leadership. Representatives from CMS, FDA, Bureau of Prisons, USCG, Centers for Disease Control and Prevention, Agency for Toxic Substances and Disease Registry, Health Resources and Services Administration, and Department of Defense attended and offered an opportunity to build partnership and network.
