The Eleventh Quadrennial Review

Every 4 years the President of the United States requires a review of the military compensation system for the seven uniformed services including the Commissioned Corp of the U.S. Public Health Service (Corps). In December of 2009, the White House chartered the 11th Quadrennial Review of Military Compensation (QRMC). The review considers the impact of compensation in recruiting and retaining the most competent force for responding to demands and security, with the right skill set and experience.

President Obama instructed that the 11th QRMC to focus on:
  • The compensation for service performed in combat zone, combat operation, or hostile fire area, or while exposed to hostile fire event.
  • The reserve and National Guard compensation and benefits for utilization.
  • The compensation benefits available to wounded warriors, caregivers, and survivors of fallen soldiers.
  • The pay incentives for critical career fields.
A Senior Advisory Panel and a Working Group were identified with representatives from each of the seven uniformed services and reserves. RADM Denise Canton is the Senior Advisory Panel representative and CAPT Christine Benally is the Working Group representative.

The first QRMC, in 1967, reviewed the salary based system. Over the years the reviews included pays, allowance, retirement, staffing, special and incentive pays, bonuses, the Reserve and National Guard, the housing costs, pay based on promotion and longevity, human resource including organizational structure and performance measurement, pay table restructure, and comparison of civilian and military pay.

The 10th QRMC focused on special pays, military retirement, health care, and quality of life. The 11th QRMC is scheduled to submit its final report in May 2011.
