Tax Assistance

The Armed Forces Tax Council (AFTC) oversees the operation of the military tax programs worldwide, conducting outreach with the Internal Revenue Service (IRS) to military personnel and their families. The AFTC consists of tax program coordinators for the Marine Corps, Air Force, Army, Navy and Coast Guard as well as from the Defense Finance and Accounting Service. Service representatives are typically assigned to the Judge Advocate General's Legal Assistance Policy Division. The National Oceanic and Atmospheric Agency and the Commissioned Corps of the U.S. Public Health Service (Corps) are each represented by an unofficial member.

The AFTC, in conjunction with the IRS, oversees the Volunteer Income Tax Assistance (VITA) program for military members and their families. Corps officers are eligible for free tax assistance through the VITA program. The VITA program volunteers are trained and certified by the IRS to do tax returns for military members and their families free of charge. Some VITA volunteers receive advanced training to handle more complex tax situations. Corps officers should evaluate their tax situations and be able to describe their situation to VITA volunteers. The VITA site may or may not have someone that is able to help you depending on the complexity of your tax situation. Interested Corps officers should contact the nearest military installation and ask for the VITA program. The U.S. Navy is the only Armed Force that lists its VITA sites. The list can be found at:

For a list of what to bring to the VITA site, see:

A guide to State taxes and the Armed Forces Tax Guide can be found at the following links:

The sole purpose of this article is to give a brief overview of the AFTC and inform you of a military benefit, i.e. frees tax assistance through the VITA program, and should not be viewed as an attempt to help, influence or guide Corps officers in their tax preparations.
