                            Criteria (Temporary and Permanent)

                  | It is imperative that all officers check for competitive temporary and/or permanent
                      promotion eligibility each year.  The Office of Commissioned Corps Operations
                      (OCCO) will notify officers via the secure area of the 
                          CCMIS Web site of their eligibility for promotion review during the upcoming
                      spring promotion boards. Eligibility is typically posted by late September of each
                      year. Logon to the link below and review status at the top of the page. Please note:
                      Officers may be eligible for temporary and permanent promotions at the same time.
                      Also, officers eligible for 
                          Non-Competitive Promotion (P-O2 and P-O3 for Reserve Corps, T-O2, T-O3 (and
                      for medical and dental officers only, T-O4) are not reviewed by a promotion board
                      and therefore not identified as eligible for competitive promotion (See non-competitive
                      promotion in Table of Contents if eligible for the grades listed above). |

                    | Please review the login page carefully. Officers who are eligible for competitive
                        promotion must review all the promotion information available throughout the Promotion
                        Information Web site as it explains the promotion process and requirements to be
                        fully prepared for an upcoming promotion review. An officer does not “apply” for
                        promotion consideration. All officers who meet eligibility requirements 
                            WILL be reviewed for promotion whether the officer does anything to prepare
                        his/her file or not. It is important for officers who meet eligibility requirements
                        to submit all promotion documentation regardless of whether they think they will
                        be successful in the promotion process or not. Officers who appear to not care enough
                        about their careers to submit documentation in preparation for promotion 
                            may be “not recommend” by the board. There can be severe consequences
                        to a not recommend from the promotion board (See 
                            Promotion Board Recommendations in Table of Contents). |

                    | Officers who would like to calculate future competitive temporary or permanent promotion
                        eligibility,
                            should click on the link below to see eligibility requirements. All
                        the dates that are needed to calculate eligibility (i.e., Training and Experience
                        (T & E), Promotion Credit, Seniority Credit, etc.) can be located in the secure
                        area on an officer’s PIR (Promotion Information Report). For temporary promotion
                        eligibility, an officer must meet all three requirements (T & E, Time-in-Service,
                        and Time-in-Grade) within the upcoming promotion cycle to be eligible for promotion.
                        The eligibility date is the first day of the month following the date the officer
                        meets the last of all three requirements. |
