Commissioned Officers’ Effectiveness Report
2010 COER: Transfer COER

Officers or raters who are scheduled to transfer or retire on or after 1 July 2010, but before 1 October 2010, will be required to complete a Transfer COER (Commissioned Officers' Effectiveness Report) that will stand as the Annual COER using a hard copy of the revised 2010 COER. This document will be made available only on a request basis by contacting the Office of Commissioned Corps Operations (OCCO) COER Coordinator at phscoers@hhs.gov beginning 1 July 2010.

The COER Coordinator will be available for guidance in completion of this document as needed. All completed COERs must be transmitted through the officer’s Commissioned Corps Liaison to OCCO for placement into the officer's official personnel folder.

All officers and raters are encouraged to review the 2010 COER Resource Materials’ that are available on the Commissioned Corps Management Information System Web site at http://dcp.psc.gov
