It's a good idea to keep a "COER Journal" to help you at the end of the year when it is time to fill out your COER. It is recommended that quarterly or monthly the officer would enter specific examples of how the below 16 COER categories were met. The presenter, CDR Marylouise Ganaway of the Officer Development Branch, offered the following benefits of keeping such a journal:

  • Useful when given to a supervisor at COER time to aid evaluation.
  • Useful in case of dispute.
  • Useful when trying to remember items for COER attachment.

The 16 COER categories:

  1. Quantity of Work
  2. Quality of Work
  3. Punctuality of Work
  4. Initiative, Creativity, and Judgment
  5. Planning and Organizing
  6. Ability to Analyze Problems
  7. Supervisory Skills
  8. Ability to Work with Others

  10. Professional Skills in Present Activity

  13. Growth in Skills During Rating Period
  14. Commitment to Program Goals
  15. Managerial Responsibility
  16. Wearing of the PHS Uniform
