Promotion Eligibility and Promotion Year 2007 Information Posted on the CCMIS Web Site

Notification of Promotion Eligibility

The Office of Commissioned Corps Operations (OCCO) has posted the ‘Notification of Promotion Eligibility’ on the officer's main page in the Secure Area of the Commissioned Corps Management Information System (CCMIS) Web site – http://dcp.psc.gov.

Competitive promotions include officers eligible for Temporary and/or Permanent O-4 through O-6 grades (excluding medical officers eligible for Temporary O-4), and Regular Corps officers eligible for Permanent O-2 or O-3 grades.  Officers eligible for non-competitive promotions will not be identified on the Web site as they are excluded from the competitive promotion review process.

Promotion Year 2007 Information

OCCO has posted information pertaining to Promotion Year 2007 (PY07) on the CCMIS Web site at http://dcp.psc.gov/promotion_pages_07/promo_info_main.aspx.  The Promotion Information Page has links to documents including the Promotion Information Memo (instructions for promotion-eligible officers), Category Benchmarks, the 2007 Officer Statement (OS) and instructions, the 2007 Reviewing Official Statement (ROS) and instructions, and a Promotion Checklist.  Officers who anticipate being eligible for competitive promotion review in PY07 are encouraged to familiarize themselves with all of the documents on the Promotion Information Page.

Highlights for PY07:

  • Officers should review their electronic Official Personnel Folders (eOPFs), including the Promotion Information Reports (PIRs), to ensure that their file is up-to-date.  Officers will have until 31 December 2006 to submit documents to their eOPF and until 1 November 2006 to request corrections to their PIR.
  • Officers are responsible for faxing their 2007 OS to their eOPF via the eOPF fax line (301-480-1407 or 301-480-1436) by 31 December 2006.
  • Reviewing officials are responsible for submitting the 2007 ROS to the appropriate   Commissioned Corps Liaison who will review the form for completeness and then forward it to OCCO by 31 December 2006.
  • Officers should also ensure that their 2006 Annual Commissioned Officers’ Effectiveness Report (COER) is completed and in their eOPF by 31 December 2006.  Failure to have required annual COERs on file will result in removal from the promotion pool at the end of the boards.
  • Officers who are new calls to active duty (after 1 July 2006) and who are eligible for a promotion are strongly recommended to submit a manual COER with Attachments 1 and 2 to their Commissioned Corps Liaison by 31 December  2006.  The manual COER form can be found on the CCMIS Web site under Services/Official Forms/Performance.  Absence of any COER in your eOPF makes it extremely difficult for the board to evaluate your performance.
  • Officers are required to maintain their Office of Force Readiness and Deployment (OFRD) Basic level of force readiness.  OFRD will review officer's readiness status on 31 December 2006 to determine who will receive 5 points for Precept 5 and who will receive 0 points (not OFRD Basic level ready).  Failure to maintain the Basic level of force readiness during the post promotion board administrative file review (normally conducted in May - June) will result in removal from the promotion pool at the end of the boards.
  • Officers eligible for permanent grade promotions should ensure that a current 5-year physical examination (DD-Form-2808, “Report of Medical Examination,” and a 1-year DD-Form-2807-1,“Report of Medical History,” have been submitted to the Office of Commissioned Corps Support Services, Medical Affairs Branch.  Failure to meet these requirements during the post promotion board administrative file review (normally conducted in May - June) will result in removal from the permanent promotion pool at the end of the boards.
  • Officers are required to maintain their licenses and/or certifications at all times.  Failure to maintain required licenses and/or certifications will result in removal from the promotion pool at the end of the boards.
  • Questions regarding Exceptional Proficiency Promotions (EPPs) should be directed to your Commissioned Corps Liaison.  Agencies shall provide OCCO a list of their nominees by 1 November 2006.  Similar to officers eligible for promotion in their own right, EPP nominees are required to fax documents to their eOPF, complete and fax an OS to their eOPF, and ensure that a completed ROS is submitted by their Reviewing Official through their Commissioned Corps Liaison to OCCO no later than 31 December 2006.  The eOPF fax numbers are 301-480-1407 or 301-480-1436.
