RADM Samuel Lin Award

RADM (ret.) Samuel Lin:

  • Founding member of PHS APAOC!
  • Born in Shanghai, immigrated to U.S. in 1948
  • DHHS Deputy Assistant Secretary for Health; concurrent service as Acting Director of the National Center for Health Services Research, Acting Director of the Office of Minority Health, Chair of the Special Committee to Investigate the FDA’s Center for Veterinary Medicine, Ex-Officio Member on several NIH Councils (1981-1992)
  • Acting DHHS Deputy Assistant Secretary for Minority Health, Senior Advisor to the DHHS Deputy Assistant Secretary for International Health (1992-1994)
  • Served in many diverse assignments in uniform from 1973-1994:
    • Headed the Physician Branch, Indian Health Service
    • Headed the DHHS Office for Europe – Office of International Health, US Executive Secretary for US-Soviet, US-Polish, US-Yugoslav Joint Health Commissions and, after the Soviet invasion of Afghanistan, was one of five US officials permitted to maintain US détente with the Soviets
    • Established the Federal Office of Women’s Health and the Federal Office of Minority Health
    • Co-founded the Asian American Community Health Organization; Asian Pacific Islander Health Forum; Asian Pacific Nurses Association

This award is presented to a member of the Commissioned Corps grade O-5 and higher or an equivalent Civil Service professional who has made significant contribution to the advancement of the Nation's health, demonstrated outstanding leadership qualities, and has displayed dedication and involvement in health-related professional, community organizations or activities. This award honors RADM Samuel Lin who was instrumental in founding the APAOC as a formally recognized group by the Surgeon General. Due to his exceptional skills and contributions to public health he was promoted to Rear Admiral in 1982 at the age of 37 and continued to serve with distinction in the Office of Minority Health and Office of Intergovernmental Affairs until his retirement in 1994.

RADM Kenneth Moritsugu Award

RADM (ret.) Moritsugu:

  • First AAPI Acting Surgeon General of the U.S. (2002, 2006-2007)
  • Served as an officer for 36 years in the USPHS
  • Served in many diverse assignments in uniform:
  • Staff Medical Officer at the USPHS Hospital Outpatient Department in San Francisco
  • Medical Officer on board the U.S. Coast Guard Cutter Taney (Ocean Station Bravo)
  • Director of the National Health Service Corps
  • Chief Medical Officer, Bureau of Prisons
  • Deputy Surgeon General, USPHS

This award is presented to a member of the Commissioned Corps grade O-4 and lower or an equivalent Civil Service professional who has made significant contribution to the advancement of the Nation's health, demonstrated outstanding leadership qualities, and has displayed dedication and involvement in health-related professional, community organizations or activities. This award honors RADM Kenneth Moritsugu who was the first Asian-American Surgeon General of the United States. RADM Moritsugu was appointed the Deputy Surgeon General on October 1, 1998 and named acting Surgeon General in 2002 and again from July 2006 until his retirement from the Commissioned Corps in September 2007. In these roles, he was responsible for the development and issuance of twenty major documents from the Office of the Surgeon General of the United States.

This award honors CAPT Allan Lock who was instrumental in establishing APAOC and serving as APAOC’s Interim Chair between 1990 to 1992 and the founding Chair in 1993.
