RADM Epifanio “Epi” Elizondo Physician Assistant of the Year Award
CDR Pieter Van Horn
CDR Pieter Van Horn currently serves as Eastern Regional Advanced Practice Provider for ICE
Health Service Corps (IHSC). He was commissioned into the United States Public Health Service (USPHS) in August of 2004 and started his career working as a Physician Assistant for the Federal Bureau of Prisons (FBOP) in Manchester, Kentucky, as a National Health Service Corps Scholarship recipient. In 2008 he transitioned from the FBOP to IHSC as an APP at the Buffalo Federal Detention Facility in Batavia, New York. In 2010 he returned to FBOP in rural Pennsylvania and eventually was selected as Health Services Administrator in 2014. He returned to IHSC as Eastern Regional Health Services Administrator in 2016, supervising 13 Health and Assistant Health Services Administrators at 8 IHSC run detention facilities on the East coast of the United States. In October of 2022 he began his current position as Eastern Regional Advanced Practice Provider.

LCDR Hyun Jin
LCDR Jin was commissioned in the USPHS as a primary care physician assistant at Otay
Mesa Detention Center in March 2019. Prior to joining USPHS, she worked at the Veterans Affairs (VA) Medical Center in Baltimore, Maryland in the Emergency Department as a Physician Assistant. She has over 12 years of professional experience as a Physician Assistant in Emergency medicine, Internal Medicine, Infectious Disease, Family medicine and Psychiatry. Since 2020, she has served as a psychiatric physician assistant within Immigration Health Service Corps (IHSC). Currently, she is an Acting Senior Psychiatric Advanced Practice Provider.
