CDR Joel Richardson

Logistics Team Lead, Assistant Secretary for Preparedness and Response (ASPR)
CDR Joel Richardson serves as a Logistics Team Lead and Section Chief within the Resource Coordination Branch (RCB), Office of Resource Management (ORM), Assistant Secretary for Preparedness and Response (ASPR). His branch is responsible for the operational coordination of all deploying personnel and materiel in support of HHS public health and medical responses, as well as all exercises, trainings, and National Special Security Events (NSSEs).
A veteran of every major HHS-supported incident or event since 2009, CDR Richardson has held a wide range of positions, helping ensure HHS continues to provide public health and medical assistance to those in need.
CDR Richardson’s first assignment in the Public Health Service (PHS) was as a Watch Officer at the HHS Secretary’s Operations Center (SOC), where he assisted in the coordination and management of every HHS public health and medical response from 2009 to 2011. Prior to the PHS, CDR Richardson commissioned into the US Air Force as a Medical Service Corps officer.
CDR Richardson has a notable history of leadership in the HSPAC and the Corps. In 2019, he served as the co-chair of the Policy and Procedures Subcommittee. He also served as the first leader of the Analytics Workgroup in 2015 and developed the organizational structure for the workgroup to become a Subcommittee that was formed in 2017.
CDR Richardson has two Master’s degrees; a Master of Business Administration and a Master of Science from Wayland Baptist and Frostburg State University respectively. He earned his Bachelor of Science from Virginia Tech.
