New Application Process for General Duty Call to Active Duty (CAD) Candidates
In previous years Commissioned Corps applications were received from all professional category candidates. This resulted in a substantial amount of applications but did not necessarily account for the needs of the Service or key stakeholders. In an effort to better meet these needs, place more emphasis on the value of a commission, and create efficiencies in the general duty application process, the Division of Commissioned Corps Personnel and Readiness (DCCPR) implemented a new recruitment and application process effective 1 October 2013. The process uses a new recruiting method to target specific professional disciplines based on a variety of factors. DCCPR uses the Corps’ social media sites, website (www.usphs.gov),
and key stakeholders to announce and/or communicate which type of professional disciplines may begin the application process during a specifically identified period of time throughout the year. For example, between 6 January 2014 and 7 February 2014 engineer and environmental health officer applications are being accepted. Other disciplines are planned to be opened throughout the year. Medical and dental officer applications will be accepted throughout the entire year.
The process begins when eligible candidates contact the PHS call center (1.800.279.1605) to begin the application process. Following a preliminary review, candidates are provided a unique user name and log-in identification to access the new online system known as the Learning Management System (LMS). Once the candidate enters the LMS website they will find an introduction and welcome message followed by presentations on the Corps, specific professional category information, and a review of the overall application process. The candidate must read, review, and complete the entire LMS seminar in order to continue their progression through the application process. Upon successful completion of the LMS the candidate receives access to the necessary commissioning application material. Once the application material is received in DCCPR, a new professional appointment boarding process will be utilized to carefully evaluate each candidate. The new process includes a candidate personal statement and an interview as part of the evaluation.
