In 2006, the Commissioned Corps (CC) began the arduous process of restructuring the billet system. This transformation required a collection of the position and profile data that captured the duties, responsibilities, education and competencies for each CC position. The collection process and data entry was a direct result of hard work and dedication by all Corps officers. In late February of 2012, as a result of the completion of this project, personnel orders (P.O.) were issued for all CC officers placing them into the new Direct Access (DA) system. This is important to you for two reasons: (1) As an officer it is important to be able to identify this information about your position by understanding your personnel orders, (2) Being able to locate and verify your DA position title and grade on your Promotion Information Report (PIR).

Personnel Orders

The title of the personnel order (P.O.) associated with the billet collection system is called the “DA Billet Position Assignment”. In this order, each officer was assigned a Direct Access Billet System (DABS) number. This unique number is located on the P.O. This is the first P.O. that contains the new 8 digit DABS number. Currently, both the billet number and title and the DABS number are both reflected on officer’s orders (see below). For just a brief period longer, we are required to run two I.T. systems, however, the billet title and number are just placer holders on the orders. In the near future, the billet number and title will not be reflected on the orders as this system is phased out of use completely. We are currently evaluating the ability to be able to replace the billet title with the DA title. It is important to understand that the position information of record for each officer is only the DABS number.

PIR Title

Prior to February 2012, the official position of record was the Billet Description Number (BDN) and subsequent title and grade. This information was reflected on the PIR. This is no longer the case. As of late February 2012, the Direct Access position title is reflected on the PIR. The DA position is the official characterization of your assignment and; therefore, the DA position title is the official title. (See below)

PIR Grade

The grade of the position reflected on the PIR above is the higher grade of either the old BDN or the new DA position. There is a two –year period following the transformation of an officer’s billet, during which any position(billet) experiencing a grade change shall be reported in the officer’s PIR as the higher grade of the old billet or new position. This two-year period will include the 2013 and 2014 promotion boards. Position Information

We are currently working on an interface of position information and other informational resources for officers. We expect to be able to provide this detailed information soon. In the meantime, to be able to look up your position title and position grade, follow these instructions.
  1. Go to the CCMIS website (http://dcp.psc.gov/ccmis/)
  2. Select the Services tab
  3. Select Billet/Position Information from the drop down options.
  4. Select Positions Query
  5. Enter your 8 digit DA position number in the first text field box.
  6. Select Retrieve.
