The Direct Access (DA) system will be offline temporarily from December 18, 2014 at 12:00 a.m. EST through January 4, 2015 as the Coast Guard performs a major upgrade. DA is expected to be back online on January 5, 2015.

During this time period Commissioned Corps HQ (CCHQ) cannot perform the following services:
  • Security clearances – will not be able to initiate or update security clearance information.
  • Awards – will not be able to enter new awards but can still receive nominations.
  • Licensure and certifications updates – will not be able to enter, update, or view licensure and certifications.
  • Medical evaluations – will not be able to enter medical evaluations or view results.
  • Immunizations data entry – will not be able to enter immunization information or view status.
  • Positions data entry – will not be able to create, edit, or view existing positions.
  • Readiness compliance – will not be able to process or view readiness information.
  • Unplanned transfers and reassignments – will not be able to process or view unplanned transfers and reassignments.

Please Note: This shutdown does not affect access to your Electronic Official Personnel File (eOPF) or the Commissioned Officer Effectiveness Report (COER) application and other parts of the secure area login on the Commissioned Corps Management Information System (CCMIS). https://dcp.psc.gov/cclogin/ccmislogin.aspx

What impact will this have on Commissioned Corps officers?
  • You will not be able to login to Direct Access to perform self-service updates, including Basic Life Support (BLS) training updates and Annual Physical Fitness Test data entry (APFT), or view your personnel data during the shutdown.

What is CCHQ doing to mitigate these impacts?
  • Although Annual Physical Fitness Test (APFT) documentation must still be completed and faxed to Medical Affairs at 301-480-0373 or 301-480-0385 by the December 31, 2014 deadline, the deadline for entry of self-service APFT data into Direct Access has been extended to January 15, 2015.
  • Similarly, although Basic Life Support (BLS) documentation must still be completed and faxed to your eOPF at 301-480-1407 or 301-480-1436 by the December 31, 2014 deadline, the deadline for entry of self-service BLS data into Direct Access has been extended to January 15, 2015.
  • CCHQ has established a dedicated email account to receive and answer any questions DAMigration@HHS.Gov.

What should Commissioned Officers do?
  • CCHQ encourages officers to be proactive and to access DA and enter self-service updates by December 17, 2014. This should include not only self-service updates for readiness compliance but all other self-service updates as well, including personal contact information.
  • If officers cannot meet the December 17, 2014 deadline, DA will be open and able to accept your updates to BLS and APFT between January 5, 2015 and January 15, 2015.
  • Continue to submit documents into your eOPF by the December 31, 2014 deadline.
