The Uniform Distribution Center (UDC) has informed this office that the issue with backordered or unavailable ODU related items has been cleared. The vendor has increased production and is shipping items as quickly as possible to the UDC. Please do not email or call DCCPR with issues with supply or backordered items. DCCPR has no control over stock, shipping or the UDC and/or their vendor. Additionally, DCCPR has no control over the Propper website for ordering the Fleece Liner or the Foul Weather Trousers. As Propper changes their website to meet the needs of their company and clients, we are often unaware of changes to their website and cannot change the web-links within policy or the eBulletin as quickly as they do. Many Corps officers who have purchased uniform items from the Navy Exchange (NEX) online store have received an email advising them of an update to the Navy uniform policies about the authorization to wear the Army version of the All-Weather Coat. At this time, this and many other available uniform options authorized by the Navy, are not authorized for wear by Corps officers. Items or uniform components not specifically authorized in Corps uniform or award policies are not permitted to be worn by Corps officers. Officers will be duly notified if and when other uniform options become available via the Commissioned Corps Management Information System (CCMIS), the electronic Commissioned Corps Issuance System (eCCIS) the eBulletin or other official means.

When wearing the optional ODU Fleece Liner only, officers are not authorized to wear the black watch cap. Officers must display rank on either on their cover or outer garment. Both the Fleece Liner and black watch cap do not have a tab or an appropriate area to display the officer’s rank. If the officer is wearing the Foul Weather Parka or the Utility Jacket (Liner), the officer may wear the black watch cap as an authorized cover, as appropriate.
  1. On the Propper website, they list a USCG All (Foul) Weather Parka I for $54.99, is this authorized with the ODUs?

    No, the Type I Parka is a shorter and older version of the currently authorized Type II Parka. The Type I Parka does not cover the bottom portion of the ODU Blouse, which sticks out from under the Type I Parka.


  2. When placing the rank insignia and Corps device on the ODU, what is the proper placement?

    The placement of the rank insignia and Corps device is the same as on the BDU. Collar rank insignia shall be worn on the right collar, centered on an imaginary line bisecting the angle of the collar point; the center of the device shall be 1½ inches perpendicularly from each collar edge. The O-6 eagle shall face forward. The Corps device, consisting of a gold fouled anchor and caduceus crossed as in the seal of the Service, shall be embroidered on ODU type material. The device shall be 1 inch by 1 inch. The Corps device shall be sewn on the left collar with the caduceus falling along an imaginary line bisecting the angle of the collar point with the anchor pointing inward. The center of the device shall be 1½ inches perpendicularly from each collar edge.


  3. I recently purchased a PHS Collar device for the ODUs, one from the UDC and the other from the NEX. The one from the NEX looks slightly smaller than the one from the UDC. Is one of these wrong?

    No, both “sizes” are authorized and are manufactured by the same vendor. There are small deviations allowed in the size of any milspec’d item, +/- within the set parameters. Both sizes fall within the allowable range.


  4. Can the blue Command Ball Cap worn with the ODUs be worn off-duty with civilian clothes?

    No, due to the rank and visor ornamentation being directly embroidered on to the cap, it cannot be worn off duty, out of uniform with civilian clothes. The PHS Officers Device Supply Center and other private commercial entities offer unofficial caps and t-shirts for this type of wear.
