The Promotion Information section of the CCMIS website, http://dcp.psc.gov/CCMIS/promotions/promotions.aspx, has recently been updated for the 2014 promotion cycle and include the 2014 Promotion Checklist, instructions for the 2014 Officer’s Statement (OS) and Reviewing Official’s Statement (ROS), and links to the new forms. 2014 competitive promotion eligibility was posted in mid-September; if you have not already done so, sign into the Secure Area of the CCMIS website to confirm your status.

The 2014 ROS has been modified to include three options regarding Promotion Readiness: highly recommend, recommend and do not recommend. In addition to selecting one of these three choices from the drop-down menu on the form, the Reviewing Official must provide narrative justification supporting the selection made. Additional details regarding this are available on the ROS page of the Promotion Information pages. A statement has also been added to the bottom of the ROS for the agency liaison to indicate whether or not the officer occupies a position that meets one of the five pillars.

All officers who are promotion-eligible should use the Promotion Checklist to prepare, as it covers all of the required items. The due date to submit all promotion documents to DCCPR is 31 December 2013. Please do not wait until late December to fax documents in; you can begin sending items in now. Be sure to include your 5-digit PHS number in the upper right-hand corner of each page that is faxed. Print the fax confirmation page, make sure that it indicates successful transmission, and keep it as documentation. Note that licensure has different fax numbers than other documents going to the eOPF. If your discipline requires licensure, a current copy must be maintained in your record.

In addition to submitting all documents required for promotion, ensure that you continue to meet all of the administrative requirements for promotion:
  • COERs – Current COER is satisfactory and all required Annual COERs on file for at least the last 5 years, as applicable
  • Current valid license (if required by discipline) on file
  • No current or pending adverse actions
  • Meet all basic readiness requirements at both the 31 December 2013 and 31 March 2014 readiness status checks
  • For permanent promotion, a current Report of Medical History (DD 2807-1) completed by the officer, and the accompanying signed disclosure statement must be filed with Medical Affairs between 1 May 2013 and 30 April 2014. The Report of Medical History is a different form than the 5-year medical exam (DD-2808-1), and does not require a provider’s signature when submitted only to fulfill the administrative requirement for permanent promotion.
