Commissioned Corps of the U.S. Public Health Service

Engineer Professional Advisory Committee

2023 EPAC Executive Committee

Chair:  CDR Michael D. Gifford II, "Bio"

Good leadership requires vision and a willingness to work with people to find success.  The engineering category has incredibly talented officers and it is my good fortune to serve as your 2023 EPAC Chair.  The current roster of EPAC voting members are among the best our community has to offer.  They get reviewed, selected, and approved to lead work in the best interest of all engineers.  I have already seen how engaged and thoughtful their actions are for the category.  I sincerely believe we have the right people, knowledge, and skills available to positively shape how USPHS engineering will look in 2023 and beyond.

Modernization is taking us in new directions, and that is ok.  We are evolving as a uniformed service.  Let us reflect on where we have been, recognize where we are, and remain focused on where we want to go.  The unknown can be scary; however, remember there are approximately 344 of us in the same situation.  Change can also bring new growth and sharpen us up to clear a better path.

My goals as EPAC Chair are much the same as they are in anything I lead or do…work hard and leave things better than I found them.  Some of you may have that same mantra.  Glad to know you!  There is also a term used in systems engineering called kaizen.  This too, is a favorite of mine.  It is the concept of continuous improvement.  We should all strive to improve and make those around us better.  I hope to do these things in the best interest of all engineers.  Engineers solve problems and always, I mean always, get the job done.  We will continue to do so at the highest level in 2023.

Focus items for the year:

  • Communicate effectively
    • Up and down the chain of command
    • Internally and externally
  • Highlight our heritage
  • Ensure transition frameworks exist for engineers
    • Mentoring, R&R, and CDS cross-category work regarding the new Applied Public Health promotion category group
  • Deliver products that support all engineers personally and professionally
    • We have several great events scheduled in 2023!
  • Enhance the concept of one team
    • Active/Ready Reserve officers
  • Engage with our CPO for the good of all

Join me in ‘23!  We will work hard, play hard, and make a difference!
