Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

CAPT Scott M. Helgeson, P.E., M. Engr.
As Senior Advisor to the Surgeon General and Assistant Secretary for Health, CAPT Helgeson manages the Commissioned Corps Modernization Initiative. This strategic initiative has delivered a comprehensive data-driven assessment of the Corps and provided a roadmap to best position the Corps to meet the needs of the Nation.
From 2016-2018, as Deputy and then Acting Director, CAPT Helgeson led the Centers for Medicare and Medicaid Services, Office of Human Capital, Employee Services Group. From 2014-2016, he served as Deputy Director and Acting Director of the Division of Commissioned Corps Personnel and Readiness (DCCPR) where he provided leadership and direction for policy development, readiness and deployments, and operations, including the recruitment, personnel actions, assignments, training, compensation, medical affairs, promotion boards, officer evaluations and awards serving 6,700 officers.
Previous leadership assignments include Acting Deputy Area Director and Acting Director of the Office of Environmental Health and Engineering for the Indian Health Service (IHS) Nashville Area. CAPT Helgeson has extensive field engineering and mid-level management experience serving IHS in California, Alabama, Wisconsin and an isolated hardship duty station serving the Oglala Sioux Tribe on the Pine Ridge Reservation in South Dakota. He is most proud of eight years of service as the Director of the Sanitation Facilities Construction (SFC) Program for the Nashville Area where he led the program to serve thousands of homes with new or improved water and wastewater facilities while decreasing the average duration of projects by more than 1.3 years -- a key Office of Management and Budget (OMB) performance measure. This substantial improvement in service delivery earned the Program the Society of American Military Engineers Cumming Plaque for the #1 PHS Engineering Unit in 2010.
His emergency response experience includes deployments to support disaster recovery after Hurricane Andrew in 1993, the Pine Ridge Reservation after tornado destruction in 1999, the Gulf Coast after Hurricane Katrina in 2003 and a staffing crisis at the IHS Omaha/Winnebago Hospital in rural Nebraska in 2016. In 2008, CAPT Helgeson served aboard the USS Kearsarge for eight weeks as part of the U.S. Navy-led Continuing Promise Mission providing humanitarian services in Nicaragua and Colombia and disaster response services in Haiti.
Commissioned in 1992, CAPT Helgeson holds a Bachelor’s degree in Civil Engineering from the University of Maine and a Master of Engineering degree in Engineering Management from the University of Idaho. He is a registered Professional Engineer in the state of South Dakota. In 2017, he completed the four week in-residence Federal Executive Institute Leadership for a Democratic Society Program.
In addition to multiple uniformed service unit and service awards, CAPT Helgeson has received the Surgeon General’s Exemplary Service Medal, the PHS Outstanding Service Medal, the PHS Commendation Medal (4x), and the United States Navy and Marine Corps Achievement Medal. Agency and profession honors include six IHS National Director’s Awards, the Chief Engineers’ Literary Award, and the John C. Villforth Engineering Leadership Award from the Commissioned Officers Association.
