U.S. PUBLIC HEALTH SERVICE® - CCMIS
The USPHS Commissioned Corps is committed to our mission to protect, promote, and advance the health and safety of the nation. Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

Promotion Information

Promotion Eligibility Criteria (Regular Corps)
Promotion Year (PY) 2025 and Subsequent Years
Eligible Grade Required Seniority Credit Required Active-Duty Service in the USPHS Commissioned Corps O-2 2 years 6 months O-3 2 years 1 year (or 6 months in USPHS and 6 months in another uniformed service) O-4 5 years 5 years (or 1 year in USPHS and 4 years in another uniformed service) O-5 5 years 11 years (or 3 years in USPHS and 8 years in another uniformed service) O-6 5 years 16 years (or 6 years in USPHS and 10 years in another uniformed service) - Seniority Credit is the total amount of time an officer has served in his/her current permanent grade.
- Example: An officer must serve 5 years as an O-4 to meet the seniority credit date requirement for O-5.
- An officer who has a break in their service will have their seniority credit restarted on their next appointment.
- Active-Duty Service is the total amount of time an officer has served in the USPHS Commissioned Corps or in another uniformed service.
- Example: An officer must serve 11 years in the USPHS Commissioned Corps (or 3 years in USPHS and 8 years in another uniformed service) to meet the active-duty service requirement for O-5.
- Time as an enlisted service member does not count towards active-duty service time.
Promotion Eligibility Criteria (Ready Reserve Corps)
Promotion Year (PY) 2025 and Subsequent Years
Eligible Grade Required Seniority Credit Required Active-Duty Service in the USPHS Commissioned Corps O-2 2 years 6 months O-3 2 years 1 year (or 6 months in USPHS and 6 months in another uniformed service) O-4 5 years 5 years (or 1 year in USPHS and 4 years in another uniformed service) O-5 5 years 11 years (or 3 years in USPHS and 8 years in another uniformed service) O-6 5 years 16 years (or 6 years in USPHS and 10 years in another uniformed service) - Active-Duty Service is the total amount of time an officer has served in the Selected Ready Reserve and Active Individual Ready Reserve.
- Active Status does not include members while placed on the Temporary Disability Retired List, an inactive status list, in the inactive Army National Guard or inactive Air National Guard, or in a retired status.
- Time as an enlisted service member does not count towards active status service time.
