As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Welcome to the Recruitment and Assignments Branch (RAB) Information Website!
Our goal is to deliver excellent customer service to our stakeholders and customers by providing up to date and accurate information and support to our stakeholders, who include but are not limited to: The Office of the Surgeon General, Chief Professional Officers (CPO’s,), various Health and Human Service (HHS) Operational Divisions (OPDIVs), Non-OPDIVs, applicants, active duty service members, beneficiaries, as well as many others.
RAB has a vital mission to manage the Commission Corps application process, prepare personnel orders for the assignments and career progression of Corps officers from beginning to end. RAB consists of a dedicated and diverse group of Corps Officers and Civilian Staff who take pride in carrying out some of the following responsibilities:
Recruitment - Call -To -Active Duty Team:
- Recruitment Activities
- Commissioned Corps Application processes
- Managing professional board clearances (Appointment, Security, Suitability)
- Managing Commissioned Officer Student Training and Extern Programs (COSTEP):
- JR COSTEP
- SR COSTEP
- USUHS Medical Students
- CDC – EIS/LLS
- Coordinate, prepare and review personnel orders and related actions for all calls to active duty including but not limited to:
- Prior service credit calculations
- Call to Active Duty orders
- Amendments to personnel orders
- Cancellation of personnel orders
- Temporary duty orders (to the Officer Basic Course)
- SR COSTEP and USUHS Student graduations
- Prepare and review personnel orders for appointment and extension of Professional Appointment Board members
- Prepare and manage all waiver requests (Tattoo, Age, Prior PHS officer, Prior Service Members)

- Prepare and review personnel orders for some of the following:
- Transfers
- Position Updates
- Temporary Duty assignments
- Amendments to personnel orders
- Cancellation of personnel orders
- Prior Service Data Management

Separations Team:
- Prepare and review personnel orders and manage programs for officers undergoing separation (retirement or termination) from the Corps:
- Retirements (Voluntary, Permanent Disability, Temporary Disability, Involuntary, Mandatory, and Age 64)
- Terminations (Voluntary, Involuntary, Deaths)
- Final Statement of Services(DD-214 equivalents) (Retirement and Terminations)
- Survivor Assistance
- Separation Counselling
- Facilitation of Separation Seminars
