The USPHS Commissioned Corps is committed to our mission to protect, promote, and advance the health and safety of the nation. Public Health Service officers are trained and equipped to provide crucial public health leadership, assist with policy development, advance innovation and science, provide essential care services and respond to national and global public health emergencies. Through our Active Duty Regular Corps, our Public Health Response Strike Team (PHERST) and our Ready Reserve Corps, we remain responsive and available to rapidly deploy in the service of health.

COER Information
Rebuttal
- If an officer does not agree with a rating or comment on the COER, the officer may submit a rebuttal. Officers are reminded that a rebuttal does not substitute as a remedy for a formal grievance. Commissioned Corps Headquarters (CCHQ) will not act on a rebuttal other than to include it in the eOPF attached to the associated COER.
- The rebuttal is submitted through the online COER system. Please see the COER System User Guide
for details on submitting the rebuttal. - It is recommended that this document be a professionally written explanation that clearly identifies and itemizes to which areas of the evaluation the officer does not agree. The rebuttal must only reflect comments or responses to the text and or scoring in the evaluation itself. Narrative comments that address personnel issues will not be accepted. The rebuttal is limited to 15,000 characters (~5 pages). Additional attachments will not be included.
- After an officer submits a rebuttal in the COER system, it is routed to the liaison for approval. The liaison will send a copy of the rebuttal to the Rater and RO. If the Rater and RO wish, they may submit a response to the officer's rebuttal. The Rater and RO must limit their rebuttal to 15,000 character (~5 pages). They rebuttal response is submitted through the COER system.

- Deadlines for Rebuttals
- Rebuttals for all COER types are accepted for inclusion into the officer’s eOPF within 90 days of when the completed COER is placed into the officer’s eOPF. The Rater and RO have 60 days to submit a rebuttal once the officer’s rebuttal is received. Rebuttals and rebuttal responses received after the specified time periods will not be accepted.
- Rebuttals archived into the eOPF after the final OPPVS COER pull on January 17th will not be available to the Promotion Boards
- Complaints and Redress – If the officer wishes to pursue further remedies, the officer must file a formal request for examination and necessary adjudication according to policy CC 211.04. Please refer to this policy for complete guidance.
