As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

eCORPS
Information and Resources
The electronic Commissioned Officer Resources Processing System (eCORPS) is the official leave record for all U.S Public Health Service Commissioned Corps officers. All officers are required to request and enter leave in eCORPS. Form PHS-1345 Request and Authority for Leave of Absence is not the primary tracking method of leave history and should not be treated as such.
- All leave taken since Oct. 1, 2017 should be entered into eCORPS.
- Logging-in: Officer user names are posted on the OSA dashboard. You may use the password reset function on the eCORPS login screen if you do not have or have forgotten your password. Civilian users must obtain their user name and password from their CC Agency Liaison.

Requesting Leave: All leave requests must be entered into eCORPS. All four workflow steps have to be completed for leave to fully process and be charged (officer leave request, Leave Authorizing Officer (LAO) leave approval, officer leave confirmation, and LAO confirmation).
- A leave request generates a “task” to confirm leave that you must complete upon return from leave. Any changes to leave will need to follow the same workflow steps. See the guides below for detailed instructions.
- Submit separate leave requests for each leave period. Do not submit multiple leave periods in one leave request. Particularly do not submit previous leave with future leave requests. Make sure to select “Submit” after entering each leave period.
- Requesting Terminal Leave: Terminal leave is annual leave. eCORPS does not currently have a “terminal leave” option, therefore this leave type is entered as annual leave. Please enter any requested leave that is considered terminal leave through the anticipated separation/retirement date into eCORPS. If your separation/retirement date is effective the 1st of the month, the final 2.5 days accrued will be added after your separation/retirement.

Leave Balance Corrections after Oct. 1, 2017:
Please verify that all four steps (officer leave request, LAO leave approval, officer leave confirmation, and LAO confirmation ) of the leave request process are complete.
- If not complete, the officer can change the leave if the task is with the officer. The LAO can also reject the leave to send the task back to the officer for correction.
- If a completed request needs to be changed, please email: AbsenceRequest@HHS.gov to request correction. This is only for actual balance issues. For any possible technical or system issues, please email the Commissioned Corps Help Desk at: CCHelpDesk@HHS.gov .
- Leave balance corrections may take 90 days to process.

Leave Balance Corrections prior to Oct. 1, 2017:
All leave data in the previous leave system, Direct Access, through Sept.30, 2017 was collected and entered into eCORPS. All existing unapproved leave requests in DA were auto-approved through Sept. 30, 2017. Please email AbsenceRequest@HHS.gov if there is a discrepancy in the leave balance brought over from DA.
- Leave balance corrections may take 90 days to process.
