As Public Health Service Officers and America’s Health Responders, we stand ready to preserve public health and national security during national or global health emergencies. Our mission is to be out the door as soon as requested, as this is an “all hands on deck” situation. All Corps officers were placed on involuntary deploy or "alert" status effective Wednesday, March 25, 2020, irrespective of the 'on-call month' status. Under Commissioned Corps Directive 121.02, "Deployment and Readiness," as directed by Assistant Secretary for Health, Commissioned Corps Headquarters will deploy Commissioned Corps officers assigned to HHS OpDivs/StaffDivs, either voluntarily or involuntarily and without supervisory approval, who are not considered mission critical, for deployments, under the current National Emergency. Mission critical requests sent to CCHQ are not final until the request is approved by the CCHQ Director as per the POM 821.76 ”Deployment Procedures”. An officer with a non-HHS organization may be deployed in accordance with the Memorandum of Agreement/Understanding between the Public Health Service Commissioned Corps and the non-HHS organization.

Health Professions Special Pays (HPSP)
2019 Agreements and Instructions are Available
Special pays are designed to compensate Commissioned Corps officers for training or skills which require additional education and are necessary to accomplish the mission of the U.S. Public Health Service. Effective January 28, 2018, the Commissioned Corps of the U.S. Public Health Service (Corps) transitioned to the Health Professions Special Pays (HPSP) in accordance with Title 37 U.S.C §335. HPSP is a consolidation of six legacy special pays into three special pays with new pay rates. Pay rates are determined by The Assistant Secretary for Health.
Commissioned Corps Directive HPSP (CCD 151.05) describes the regulations authorizing special pays to officers in the health professions. Commissioned Corps Issuance Special Pay (CCI 633.01) clarifies and updates HPSP eligibility, effective January 1, 2019. Commissioned Corps Personnel Operations Manual HPSP Submission, Effective Dates, and Subspecialty Rates (POM 821.70) contains more detailed HPSP processing information.
To be eligible and apply for special pays you must be a graduate from an accredited school in a health profession and:
- Have a performance rating of satisfactory on the most recent annual COER
- Must not have any pending administrative or disciplinary actions
- Maintain Conditions of Service (CCD 111.03)
- Have a Current Unrestricted License
- Agree to a Period of Obligated Service (as Defined in the HPSP Agreement)
- Starting January 1, 2020 for IP and RB: Proof of 80 clinical hours in the previous year
Key Changes Effective January 1, 2019:
- It is required that agreements are routed in the following order. Your Commissioned Corps Agency Liaison may provide detailed instructions on submitting HPSP agreements :
- Officer initiates, completes and signs the agreement.
- Immediate supervisor signs completed agreement provided by the officer.
- Officer submits complete package with all required document to the Commissioned Corps Agency Liaisons (CC Liaisons).
- The CC Liaisons will obtain authorization for the agreement from an agency certifying official and submit the agreement to the Division of Commissioned Corps Personnel and Readiness (DCCPR).
- Payment of HPSP agreements will commence within 90 days after receipt of the completed agreement in DCCPR or within 90 days after DCCPR receives all necessary supporting documentation beginning on January 1, 2019.

A new 2019 Incentive Pay (IP) agreement is required for all eligible officers, with the exception of:
- Officers without a rate change (only the Pharmacy category in 2019).
- Officers with 28 or more years of service toward retirement who cannot enter into a two-year service commitment for a new Retention Bonus (RB).
- An annual IP agreement is not required after the 2019 agreement, with specific exceptions outlined in CCI 633.01 Section 6-5b.
- A new 2019 Board Certified Incentive Pay (BCIP) agreement is not required if you have a 2018 agreement in place, unless your eligibility or certification lapses at any time.
- All HPSP agreements may be digitally signed and submitted electronically. Additional guidance will be provided regarding submission.
- The Policy outlines the clinical requirements for IP and RB, respectively. Additional guidance will be provided.
- The policy adds that an IP and BCIP may be terminated by a HPSP Review Board, Involuntary Termination Board (ITB), Board of Inquiry (BOI) or an Involuntary Retirement Board (IRB).
- An officer is at risk of losing IP and BCIP if he/she does not meet the conditions of service for any period of time.
- The policy excludes most Civil Service-to-Commissioned Corps conversions from receiving an accession bonus.
The 2019 HPSP Policy also Clarifies:
- Clarifies that an officer who is undergoing a Fitness for Duty (FFD) determination may not enter an HPSP agreement. However, such an individual shall continue receiving all previously approved HPSPs.
- Outlines how an officer’s eligibility for HPSP is determined for an officer in a non-duty status (i.e., excessive sick leave and non-duty with pay).
- Clarifies that a bonus agreement may only be terminated upon an officer’s separation from active duty or through a hearing process by an ITB or BOI.
Payment of HPSP
Payment schedules for Incentive Pay (IP) will shift in 2019. IP payments in 2018 were paid on the first of the month in advance of the month (i.e. payment May 1 for April 28 through May 27). In 2019, payment will occur on a pro-rated daily basis at the end of the month (i.e. payment May 1for April 1-31).
What does this shift in the payment schedule mean to you? Officers will receive a final payment for 2018 IP in their January 1, 2019 paychecks. The January 1st payment covers December 28, 2018 to January 27, 2019 HPSP. The pay schedule will then shift.
The first 2019 HPSP payment for newly received and processed agreements is March 1 and will contain payment for 33 days. There are new pay tables for 2019. The new tables are available in CCI 633.01 and below.
